Housing and Redevelopment Minutes Page 2 <br /> October 5,2015 <br /> 7.1 HRA Owner-Occupied Rehabilitation Update <br /> The staff report was presented by Colleen Eddy. <br /> 7.2 Small Cities Development Grant <br /> Ms. Eddy presented the staff report. <br /> Ms. Eddy noted that the project target area is being scaled back to 150 homes. Chair Wilson <br /> asked how many were previously in the targeted area. Ms. Eddy stated there were originally <br /> 190 homes. Chair Wilson asked which area would be scaled back. Jason Krebsbach of <br /> CMHP stated they will be doing outreach and windshield surveys to make that <br /> determination. <br /> Commissioner Kuester questioned how a number is determined. Mr. Krebsbach stated that <br /> the funding agency looks need and potential impact. He explained that the smaller the target <br /> area,the larger the impact. He stated that the goal is capture the area with the most need. <br /> Commissioner Kuester asked if consideration is given for historical significance. Mr. <br /> Krebsbach stated that historical value may not necessarily give a building a higher value,but <br /> they do work with the Minnesota Historical Society. He stated that a building may receive a <br /> higher rating if it is located in a downtown area where rehab would have a high impact. <br /> Mr. Krebsbach stated that increasing the leverage funds will help to increase the city's <br /> chances of receiving funding. He noted that not a lot of funding has been spent in this area <br /> of the state,and that may also increase their rating. He noted that the DEED representative <br /> he spoke with make a direct suggestion to reduce the targeted area. He stated that he felt <br /> there was a positive outlook for receiving the grant this time. <br /> Chair Wilson asked what the deadline was for applications. Mr. Krebsbach stated the <br /> deadline is November 12,with the full application due the end of February 2016. Awards <br /> will be announced the end of May,and they would be ready in August to receive applications <br /> for projects. <br /> Commissioner Chuba asked who will scale back the target area. Mr. Krebsbach stated that <br /> CMHP will do the windshield surveys,taking into account where there are newer homes and <br /> how many. He noted that apartment buildings,community buildings and churches are not <br /> included. <br /> Motion by Commissioner Kuester and seconded by Commissioner Chuba for the <br /> following: <br /> • Authorize CMHP to make a pre-application for the SCDP grant in the <br /> amount of$$508,500 <br /> • The HRA to pledge $100,000 toward the program <br />
