(HKgi) submitted a grant application on <br /> behalf of the city for ISTEA funding for part of the pathway project. This <br /> grant application was called the Elk River Interpretive Walk and emphasized <br /> the historical aspects of the river as it relates to the development of the city. <br /> While nothing is official at this time, it is clear that the city will not be <br /> successful in receiving ISTEA funding for this project. <br /> With no ISTEA funds being available, it is appropriate for Michael Schroeder <br /> of HKgi to review the project and to discuss alternatives with the HRA for <br /> IIIdownsizing or phasing in the project. <br /> Central Business District Study <br /> In February, 1996, the City Council requested a proposal from HKgi for <br /> completing a downtown area focus study. In evaluating this City Council <br /> request, HKgi has in turn indicated that they need more information on the <br /> goals of the city before it can put together a proposal that meets the City <br /> Council's expectations. To date, no action has been taken on HKgi's request <br /> for more information. <br /> Since the Economic Development Department is in a state of transition, I felt <br /> it was best to wait on this focus area study until a new economic development <br /> employee is hired. Additionally, during meetings related to the selection <br /> process for a new economic development employee, a lot of discussion has <br /> been taking place regarding a city-wide economic developm nt strategic plan. <br /> A central business district (CBD) focus area study would be art of this <br /> strategic plan, and until this concept receives more discussi n, it seems <br /> appropriate to wait with the CBD focus area study. <br /> 1 <br /> King/Main Project <br /> 1 <br /> III In 1994, the HRA advertised for a King and Main Request for Proposal (RFP) <br /> in order to see if the city and a developer could work together to package the <br /> 13065 Orono Parkway • P.O.
