• 7. ISTEA Grant Application Update <br /> As the HRA has been advised, on 1/8/96 the City Council authorized <br /> an ISTEA grant application for part of the Riverfront Pathway Project. <br /> This application was put together by Hoisington Koegler Group, Inc. A <br /> brief discussion of the grant submittal is offered in the 1/9/96 update <br /> from Bill Rubin that was distributed a few months ago. <br /> Also attached is some material that Councilmember Holmgren <br /> obtained from the county at a recent County Board/City Councils <br /> meeting. This attachment shows the ranking of the Elk River proposal <br /> from the technical review group. This is not a final ranking, but based <br /> on the city's proposal being ranked eighth in this review, it seems <br /> unlikely that we will be successful in receiving an ISTEA grant. Final <br /> word on the status of our proposal will not be received for a while, but <br /> I thought that everyone should receive this information so that we can <br /> begin thinking about financial alternatives and the status of our <br /> Riverfront Pathway project. <br /> 8. Consent Item -HRA Executive Director <br /> • For the past few years, Bill Rubin has served as the HRA Executive <br /> Director. The HRA annually makes an appointment to this position. <br /> Since Bill is no longer with the city, it is appropriate for the HRA to <br /> replace Bill Rubin with City Administrator Pat Klaers as the HRA <br /> Executive Director. <br /> It is requested that the HRA approve a motion which: <br /> • Appoints City Administrator Pat Klaers as the HRA <br /> Executive Director <br /> I <br />
