ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY <br /> MEMORANDUM <br /> TO: Housing and Redevelopment Authority <br /> FROM: William Rubin, Executive Directofil <br /> DATE: January 9, 1996 <br /> SUBJECT: Addendum to HRA Agenda <br /> (US Highway 10 Corridor Study) <br /> At its meeting on August 28, the Elk River HRA approved an amendment to <br /> the Contract for Services with the design firm of Hoisington Koegler Group, <br /> Inc., to include an expenditure of funds related to the Highway 10 corridor in <br /> downtown Elk River. In addition to the site analysis and exploration, <br /> Hoisington Koegler Group was responsible for the development of a concept <br /> level plan for Highway 10 between Babcock Park and Hunt's Feeds. <br /> Hoisington's work on this assignment was completed in November, but the <br /> HRA's annual meeting represents the first opportunity Commissioners have <br /> had to review and comment on it. <br /> Mr. Michael Schroeder, a principal with Hoisington Koegler Group, will be in <br /> attendance at the January 9 meeting to present the concept level plan for the <br /> US Highway 10 corridor. To help Commissioners prepare for this topic, <br /> various reductions of the plan are attached to this memo. Larger scale plans <br /> and illustrations will be available for review at the January 9 meeting. <br /> Please feel free to call me prior to the meeting if you have any questions or <br /> comments. <br /> P.O.
