Housing and Redevelopment Authority Minutes Page 2 <br /> March 22, 1999 <br /> • Public Improvements Group--Steve Wensman <br /> • Events and Activities Group--Jeff Asfahl <br /> • Business Group-- Paul Steinman <br /> Discussion was held regarding priorities that have been set by each of the groups. <br /> Cliff Lundberg questioned whether the plan has been formally adopted and <br /> whether the committees for each group have authority to carry out the proposed <br /> plans. It was noted that the entire plan would be formally reviewed by the HRA <br /> and City Council on April 12. <br /> 6. Discuss Central Business District Rehab Loan Program Issue <br /> Chair Kropuenske noted that the Bank of Elk River in conjunction with the First <br /> National Bank has submitted a proposal for a Central Business District Rehab Loan <br /> Program. He explained that the concept of the program is to subsidize an <br /> interest rate reduction of property improvement loans from 6 percent to 3 <br /> percent. It is anticipated that this would require an HRA commitment of up to <br /> $15,000 per year. Chair Kropuenske outlined the details of the loan program. <br /> Commissioner Wilson indicated that by approving this concept, the HRA would <br /> show its commitment to the central business district revitalization efforts. The <br /> Commissioners concurred and consented to approve the concept of the loan <br /> program proposal. <br /> • 7. Call a Special Meeting with the City Council <br /> COMMISSIONER THOMPSON MOVED TO CALL A SPECIAL MEETING OF THE HRA ON <br /> APRIL 12, 1999, FROM 5:00 P.M.TO 6:00 P.M.TO MEET WITH THE CITY COUNCIL TO <br /> DISCUSS THE CENTRAL BUSINESS DISTRICT ACTION PLAN. COMMISSIONER WILSON <br /> SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> 8. Other Business <br /> Bob Minton, representative of the 2001 Committee, requested representation of <br /> the HRA to be involved in the process of reviewing a Healthy Community <br /> Partnership Grant. He noted that program would provide training. Chair <br /> Kropuenske indicated that it was important for the HRA to become involved. He <br /> noted that anyone interested should contact him by Friday, March 26. <br /> Cancellation of April 26 HRA Meeting <br /> Paul Steinman noted that he would be out of town for the April 26 HRA Meeting. <br /> It was the consensus of the HRA to cancel this meeting. <br /> COMMISSIONER HINKLE MOVED TO CANCEL THE APRIL 26, 1999, REGULAR HRA <br /> MEETING. COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION <br /> CARRIED 5-0. <br />
