THE MOTION CARRIED 4- <br /> 0. <br /> Commissioner Wilson nominated Larry Farber as Secretary. <br /> COMMISSIONER WILSON MOVED TO APPOINT LARRY FARBER AS SECRETARY TO THE <br /> HRA. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4- <br /> 0. <br /> 5.2. Designate Official Newspaper <br /> COMMISSIONER HINKLE MOVED TO DESIGNATE THE ELK RIVER STAR NEWS AS THE <br /> OFFICIAL NEWSPAPER FOR THE HRA FOR 1998. COMMISSIONER TOTH SECONDED <br /> THE MOTION. Designate Official Depositories <br /> COMMISSIONER HINKLE MOVED TO DESIGNATE THE BANK OF ELK RIVER, FIRST <br /> NATIONAL BANK OF ELK RIVER, 4M FUND, NORWEST BANK, AND FIRST BANK, N.A., <br /> AS OFFICIAL DEPOSITORIES FOR THE HRA FOR 1998. COMMISSIONER TOTH <br /> SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> • <br /> • 6. Discuss Issues/Obiectives for 1998 <br /> King/Main Site- Director of Economic Development Paul Steinman indicated <br /> that tenant interest in locating at the King and Main site has been minimal. He <br /> stated this is one issue he would like to see the HRA work toward resolving in <br /> 1998. Paul Steinman reviewed several options that could be pursued regarding <br /> the sale and development of the site. It was the consensus of the HRA to <br /> authorize the Director to create a brochure describing the location and benefits <br /> of the King and Main property. Discussion was held regarding the fact that the <br /> brochure would be distributed to local and area real estate offices and that <br /> brokerage fees would be paid for agents bringing a project to the site. It was <br /> the consensus of the HRA to authorize Paul Steinman to work with Commission <br /> Hinkle to establish a brokerage fee that would be appropriate. Paul Steinman <br /> indicated that he would present a marketing brochure for this site at the next <br /> HRA meeting for its review. It was further the consensus of the HRA to authorize <br /> the Director to construct a for sale sign for the site. <br /> Downtown Master Plan- Paul Steinman indicated that the Downtown Master <br /> Plan has previously been discussed by city staff and Council and also appeared <br /> as an initiative in the Economic Development Strategic Plan. He stated that he <br /> would like the HRA to focus on this issue in 1998. He indicated that the city has <br /> recently hired a planning intern who will be able to assist in moving a Downtown <br /> Master Plan forward. <br /> • <br />
