HRA Meeting Minutes February 24, 1997 Page 2 • The HRA Commissioners were in agreement that implementation of the downtown redevelopment strategic plan, when adopted by the City Council, should remain under HRA direction. COMMISSIONER HINKLE MOVED TO ADJOURN THE HRA STRATEGIC PLANNING SESSION. COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 3-0. The HRA Strategic Planning session adjourned at 5:12 p.m. 3. Consider February 24, 1997 HRA Agenda COMMISSIONER WILSON MOVED TO APPROVE THE FEBRUARY 24, 1997 HRA AGENDA. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 3-0. 4. Consider Consent Agenda COMMISSIONER HINKLE MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS: 4.1. 1/27/97 HRA MINUTES - APPROVED 4.2. 2/10/97 SPECIAL HRA MINUTES -APPROVED 4.3. CHECK REGISTER - APPROVED • COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 3-0. 5. Open Mike No one appeared for this item. 6. Approve Award of Contract for Asbestos Removal- King and Main Street Paul explained that bids received for asbestos removal at the King and Main site were much higher than the$2,900 estimate from B.A. Liesch Associates, Inc. At that time, the asbestos survey for 317 King and 812 Main had not been completed. Bids received were as follows: EnviroBate Metro $16,315 Mayo Systems, Inc. 23,400 National Surface Cleaning, Inc. 29,127 Discussion followed regarding B.A. Liesch Associates' $6,000 estimate to oversee the asbestos removal. COMMISSIONER HINKLE MOVED THE HRA APPROVE ENTERING INTO A CONTRACT WITH ENVIROBATE METRO TO COMPLETE ASBESTOS ABATEMENT IN THE PROPERTIES AT THE CORNER OF KING AND MAIN STREET FOR A TOTAL COST OF$16,315,AND AUTHORIZE THE EXECUTIVE DIRECTOR TO ENTER INTO A CONTRACT WITH AN ENVIRONMENTAL CONSULTANT TO OVERSEE ENVIROBATE AT A NEGOTIATED COST. COMMISSIONER WILSON SECONDED THE MOTION.THE MOTION CARRIED 3-0.
