Fitness to operate a recreation <br />facility in the Elk Park Center Planned Unit Development, with the following conditions: <br />1. The Conditional Use Permit is not a building permit and the applicant must apply for and <br />receive approval of all required permits before construction may begin. <br />2. The applicant must apply for and receive approval of all required sign permits before signage <br />may be installed. <br />3. The authorized use shall not begin until the Conditional Use Permit is recorded. <br />4. If the authorized use ceases for more than six months, the Conditional Use Permit shall <br />expire. <br />Background/Discussion <br />Case No. CU 15-15 <br />The subject property is located within the Elk Park Center Planned Unit Development (PUD) which was <br />approved in 1994. The PUD agreement identifies amusement and recreation uses as a conditional use, <br />requiring a Conditional Use Permit (CUP) application and approval from both the Planning Commission <br />and the City Council. <br />B.R.E.W. Fitness LLC is proposing to open a Farrell's Extreme Body Shaping fitness facility. Their <br />program focuses on fitness and coaching patrons to live a healthy lifestyle. Farrell's has been a franchise <br />since 2007 and is seeking to expand their operations to Elk River. The business is family owned with <br />ownership split equally among four partners. <br />Budding <br />Plans include a small reception area and a large open workout area. There are also two changing rooms <br />that include toilets and showers. The addition of showers will trigger additional SAC and WAC fees. <br />There are no proposed changes to the exterior of the building or site. <br />Signage <br />The applicant proposes to install a new sign over the center of the leased space that is 53 inches tall and <br />12 feet long. The PUD design guidelines limit sign height to 32 inches tall and the proposed sign will <br />need to be amended to meet the standard. A building permit is required for the new signage. <br />AR <br />
