TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br /> MEMORANDUM <br /> <br />Mayor and City Council <br /> <br />Bill Maertz, Parks and Recreation Director <br /> <br />September 7, 2004 <br /> <br />Elk River Senior High Field House <br /> <br />Item 5.11.. <br /> <br />The Elk River Area School District has initiated discussion on the potential for a cooperative <br />effort between the District and the City of Elk River in the District's construction of a field <br />house and new entrance to the ice arena. Discussions have been of an exploratory nature, <br />intended to generate ideas for potential collaboration. <br /> <br />The District's referendum has included 13 mill/on dollars for additional classroom space and <br />a field house at Elk River Senior High. The field house would consist of four <br />basketball/volleyball courts with a track around the perimeter. A new entrance would serve <br />the ice arena and the field house. In addition, there is 10,000 square feet of additional space, <br />which could include an exercise machine room, aerobics room and other recreational <br />facilities. The District has indicated a willingness to add additional recreational space if the <br />City is interested in contributing to this project. <br /> <br />The District is proposing a new ice arena in Rogers in this years' referendum, and in order to <br />create a level playing field, the School District has indicated a willingness to retire the 1.5 <br />million dollar debt on the Elk River ice arena. Under this scenario, the District would <br />assume ownership of the arena and be responsible for needed capital improvements. Elk <br />River Senior High would receive ice time at no cost. The City would continue to manage, <br />maintain, and schedule the arena and be responsible for its operating budget. Without the <br />debt payments, the arena would likely generate a small profit. <br /> <br />Council Member Dietz will introduce this topic at the September 7, 2004 City Council <br />Meeting. <br /> <br />Elk River Senior High Athletic Director John Barth will attend the September 7, 2004 City <br />Council meeting to make a presentation. <br /> <br />Please find attached a concept design and site plan for this potential project. <br /> <br /> <br />
