TO:

FROM:

DATE:

SUBJECT:

MEMORANDUM

I~layor and City Council

Rebecca Haug, Environmental Technician

September 7, 2004

Pilot Project Clean-Up Week Oct. 11-16, 2004

Item 5.7.

PROPOSAL - Due to the high number of participation at the City's spring Clean-Up
Day, staff has decided to do a pilot fall clean up week. This will take place the week of
October 11 - 16, 2004. Usually, the Clean-Up day is held at the Public Works garage but
staff has been talking with the Elk River Landfill about having residents take their
materials directly to the landfill where they will either be recycled or properly disposed of
in the landfill. The City of Otsego conducted a Clean-Up month this past May by having
residents take their materials to the landfill. It was very successful for them.

The program would work be having the resident pick up a voucher at the City Hall with
the City's embossed symbol, so copies couldn't be made. The resident would pay for the
materials they will be bringing to the landfill. The number and type of materials that will
be brought to the landfill will be written on the voucher and then the resident will bring
the voucher out to the landfill with their materials. The landfill will take the voucher and
ensure that only the materials written on the voucher are being dropped off. The costs for
disposal will be very similar to the costs residents pay at the Spring Clean-Up. However,
the landfill does not accept fluorescent bulbs or leaves, grass and brush. Their will also
be a charge for computers. I have attached a voucher with the prices and times.

City staff will be meeting with the Elk River Landfill on September 8, 2004 to finalize
the details for the Clean-Up week.

Recommendation
Staff is requesting City Council to fund the clean up week from the City's landfill
abatement fund.
