mining is not proposed. Although the proposed mining will extend approximately 45 feet <br />below the water table at the deepest point, mining will be accomplished with a clamshell <br />without dewatering. Mining of the Site may include removal of some topsoil, which will <br />be stockpiled for site restoration. The Site soils include primarily sand and gravel and <br />peat which have greater vertical permeability and affords less protection to the migration <br />of spills or releases. Mitigative measures to control potential releases include <br />conformance with applicable regulations and best management practices, proper <br />equipment maintenance, storage tank safeguards, and site security. <br /> <br />The Blanding's Turtle was identified as a state-listed threatened species for the vicinity of <br />the proposed project. As recommended by the DNR, flyers with an illustration of the <br />Blanding's Turtle will be distributed to all site workers. If observed, any turtles in <br />imminent danger will be moved by hand out of harms way to a safe location. Any turtles <br />observed that are not in danger will be left undisturbed. All construction areas will be <br />surrounded by silt fencing to keep turtles from entering construction areas. The silt <br />fencing will be removed after the area is re-vegetated. Wetlands will not be dredged or <br />filled and all wetlands will be protected from pollution sources. Graded areas will be re- <br />vegetated with standard MN DOT seed mixtures and the terrain will be left with as much <br />natural contour as possible upon completion of the project. No permanent utilities will be <br />installed at the Site. <br /> <br />6.05 acres of statewide important soils are located on the Site. A portion of this soil unit <br />include sources of gravel and are expected to be mined. Special consideration will be <br />given to these areas as not to disturb the topsoil or unnecessarily excavate these areas <br />further than is proposed. If it is determined that portions of these areas will be disturbed, <br />the topsoil will be stripped, stockpiled and replaced and restored to farmland upon <br />completion of mining activities. <br /> <br />Upon completion of gravel and peat mining activities, the Site is proposed to be utilized <br />as waterfowl habitat and a fishing pond with adjacent wetland complexes. Wetland <br />restoration and mitigation activities will occur as areas of mining are completed and will <br />be performed in accordance with the approved wetland application. <br /> <br />22 <br /> <br /> <br />
