24. <br /> <br />25. <br /> <br />Odors, noise and dust. Will the project generate odors, noise or dust during <br />construction or during operation? __X Yes __No <br /> <br />If yes, describe sources, characteristics, duration, quantities or intensity and any <br />proposed measures to mitigate adverse impacts. Also identify locations of nearby <br />sensitive receptors and estimate impacts on them. Discuss potential impacts on <br />human health or quality of life. (Note: fugitive dust generated by operations may be <br />discussed at Item 23 instead of here.) <br /> <br />Odors, noise and dust will be generated when mining and crushing activities are being <br />conducted. Crushing operations will only be conducted using a portable crusher on a <br />periodic basis. <br /> <br />According to information in the 1994 EIS, noise levels in the Mining District have not <br />been shown to exceed MPCA noise standards. Standard mining equipment and portable <br />crushing equipment will be used for the mining operation which will have decibel (dBA) <br />levels that are similar to those measured for the 1994 EIS. Therefore, noise levels should <br />be within allowable standards for the project. Any nuisance noises will be minimized by <br />limiting hours of operation. Selected placement of gravel stockpiles can also be used to <br />control noise. On-site generators may be housed in trailers or other temporary structures <br />to minimize noise, if necessary. Additional mitigative measures for noise will also <br />include proper equipment maintenance and muffling. Mining operations be conducted <br />between the hours of 7:00 AM and 7:00 PM Monday through Saturday as required by the <br />City of Elk River. The specific hours of operation and other mitigative measures will be <br />determined as needed as part of the Conditional Use Permit. <br /> <br />Dust generated during mining operations will be limited to the active mining area and <br />haul roads. Water will be delivered to the Site via a water truck and applied primarily to <br />haul roads, but also to any exposed soil/topsoil stockpiles and areas where mining has <br />been completed as is necessary. Salts and other chemicals will not be used for dust <br />control at the site. Mitigative measures to minimize fugitive dust from these areas may <br />include of stockpiling soils in a manner to prevent erosion and phased restoration of <br />completed areas. <br /> <br />Based on the adjoining properties to the north, south and west (gravel mines), there are <br />no sensitive receptors in the area. The farmstead located in the southeast portion of site is <br />currently owned by Bob LeFavor, (the co-Proposer of this project). <br /> <br />Nearby resources.
