City Council Minutes Page 13 <br />August 16, 2004 <br /> <br />6.10. Consider Ordering Boundary. and Topo~aphic Survey for the Street Department Property. <br /> and the Library. Property. <br /> <br />Director of Planning Michele McPherson indicated that the Planning staff has been working <br />with the City Adrmnistrator, Librarian, and Street Superintendent to master plan the Library <br />and Public Works facility future expansions. She stated that additional detailed site <br />information is now required to continue this work. <br /> <br />Ms. McPherson stated that in order to complete accurate concept and develop parking and <br />storm pond plans, topographic and boundary surveys are needed by staff. She stated that the <br />City Engineer has submitted a proposal not to exceed $7,300 to complete a boundary and <br />topographic survey for the Library. <br /> <br />Ms. McPherson indicated that the Street Department has identified the need for a new salt <br />storage facility, a tempered storage building, and a building addition. She stated that in order <br />to construct these additions, a Conditional Use Permit will be required and accurate site <br />information is necessary. She noted that wetlands must be located and delineated. She stated <br />that the City Engineer has submitted a proposal to complete a boundary and topographic <br />survey and wetland delineation for a sum not to exceed $17,300. <br /> <br />MOVED BY COUNCILMEMBER TVEITE AND SECONDED BY <br />COUNCILMEMBER KUESTER TO AUTHORIZE THE BOUNDARY AND <br />TOPOGRAPHIC SURVEYS FOR THE LIBRARY AND PUBLIC WORKS <br />FACILITIES AND WETLANDS DELINEATION FOR THE PUBLIC WORKS <br />FACILITY USING LIBRARY AND STREET RESERVES RESPECTIVELY. <br />MOTION CARRIED 5-0. <br /> <br />6.11. <br /> <br />Discussion Regarding Three-Lane Striping of Gates/Freeport Avenues from Main Street to <br />Jackson Avenue <br /> <br />City Engineer Terry Maurer stated that he has discussed the re-striping of Gates Avenue and <br />Freeport Street from Main Street to Jackson Road with Street Superintendent Phil Hals and <br />they believe both roads would operate more efficiently if they were re-striped into a three- <br />lane configuration with the center lane being a left-turn lane for both directions. Mr. Maurer <br />stated that the city currently has two roads that are striped in the three lane configuration <br />and both segments have operated very efficiently since being re-striped in that manner. Mr. <br />Maurer stated that Police Chief Jeff Beahen is supportive of the re-striping. Mr. Maurer <br />indicated that this re-striping would eliminate the on-street parking lane at the south end of <br />Gates but it has been staff's observation that these parking lanes are seldom utilized. <br /> <br />Councilmember Tveite questioned if there is any education involved in getting people used <br />to the new three-lane configurations. Mr. Maurer stated that since the two other roads <br />currendy striped with three-lanes are mare roads, most citizens that drive in town are now <br />used to this configuration. <br /> <br />Councilmember Dietz questioned if there would be any issues with the residential homes <br />that are located on Gates Avenue. He questioned if a letter should be sent to those <br />homeowners informing them that the road is being re-striped with the three-lane <br />configuration. ~M_r. Maurer stated that staff could send a letter if the Council desires. He <br />noted that the re-striping needs to be completed soon and so it may be completed prior to <br />the homeowners receiving the letter. <br /> <br /> <br />
