• To require a cost analysis of recently-adopted or proposed water quality standards on a <br /> sampling of 15 communities to determine the impact (Similar provisions were passed in <br /> Special Session Chapter 4) <br /> • To limit the application of wild rice sulfate standards until the MPCA finishes <br /> rulemaking and identifies affected waters (Similar provisions were passed in Special <br /> Session Chapter 4) <br /> • To allow investor-owned utilities to establish competitive rate schedules for energy- <br /> intensive,trade-exposed customers, such as mines and mills (Similar provisions were <br /> passed in Special Session Chapter 1) <br /> • To require an independent peer review of proposed water quality standards if the cost to <br /> permittees would be over$50 million in the first five years <br /> Budget items of interest to MMUA: <br /> • $1.05 million/year in increased utility assessments for additional staff for the Public <br /> Utilities Commission <br /> • $17 million for the Border-to-Border Broadband Infrastructure Grant Program <br /> • $250,000/year to fund the Office of Broadband Development <br /> STATUS: The bill's passage off the Senate floor was contentious,with metro DFL senators <br /> upset over the water quality provisions. To align with the House budget bills, this bill was split <br /> into two parts: environment/agriculture and jobs/energy. The environment/agriculture portion <br /> was conferenced under bill number HF 846 and the jobs/energy portion under SF 2101.
