TO:

FROM:

DATE:

SUBJECT:

MEMORANDUM

Pat Klaers, City Administrator
Terry Maurer, City Engineer ~1~

August 18, 2004

Trunk Highway 10 Street Lights

Back in March of 2004, I made contact with Mn/DOT regarding the street lights between
Proctor and Main Street on Trunk Highway 10. At that time, I forwarded to you a copy of
the original Agreement No. 62187, which requires the city to be responsible for a
replacement of these street lights. I forwarded copies of emails from Mn/DOT employees
who were asked to inspect and comment on the condition of the lights.

Most recently, I have had conversations with Tom Dumont, Mn/DOT District 3Assistant
Traffic Engineer, regarding street light replacement cost estimates. Tom has located the
original construction plans which show 18 double-luminair light standards and 8 single-
luminair light standards for a total of total of 26, which were installed with the original
construction. Tom has also had a conversation with Dave Scott from the Mn/DOT Central
Office who deals directly with the design and installation of lighting systems. Based on
Tom's discussions with Dave, he was able to provide me with the following replacement
construction cost estimates:

· Replacement of the light standards only would mn approximately $2,200-$2,500 each.
· The existing bases and anchor boks could be ultrasonic-tested to determine whether they
are in adequate condition to support a new light standard into the future.
· If the anchor boks are not in adequate condition for new light standards to be placed
upon them, the cost to remove the foundations is approximately $200 each, and the
replacement cost for a new foundation including new anchor boks, would be
approximately $450 each.
· The original wiring is placed in a rigid steel conduit and may be adequate for usage on
into the future. If the wiring needs to be replaced, it will likely be able to be replaced in
the existing conduit. Tom didn't have an estimate of what the wiring replacement cost
would be.
· Given the location of the lights, it will be necessary to dose a lane in each direction along
Trunk Highway 10 while construction is taking place. The cost for lane closures is
