City Cow -id Minutes Page 5 <br />August 17, 2015 <br />----------------------------- <br />Mr. Leeseberg stated this ordinance amendment did not affect those business types. <br />Moved by Councilmember Wagner and seconded by Councilmember <br />Westgaard to adopte Ordinance Amendment 15-16 amending Section 30-991 <br />(b) R -1 districts as outlined in the staff report. <br />Motion carried 4-0. <br />7.4 Resolution to Vacate Drainage and Utility Easement, Chad Weatherly <br />Mr. Carlton presented the staff report. <br />Acting Mayor Burandt opened the public hearing. There being no one to speak on <br />this matter, she closed the public hearing. <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />Wagner to approve Resolution 15-52 to vacate a portion of the drainage and <br />utility easement, Case No. EV 15-07, as outlined in the staff report. <br />Motion carried 4-0. <br />6.2 Proclaim Bob Mahutga Day <br />Mr. Thompson presented the staffreport. Acting Mayor Burandt introduced, read, <br />and presented a plaque to the fan-ffly of Bob Mahutga and proclaimed August 31, <br />2015, as 'Bob Mahutga Day' posthumously, in the City of Elk River. <br />8.1 Public Art Installation at Library <br />Ms. Eddy presented the staff report, indicating the Whimsical Wlindmillwill be <br />unveiled on August 27, 2015, in an event beginning at 3:00 p.m. The windmill will be <br />situated between the butterfly and prairie gardens. She stated Mayor Dietz, Mr. <br />Portner, EDA President Dan Tveite, and the artist Karl Zachmann will give <br />presentations along with the artist. Tying in the Powered by Nature brand, <br />Environmental Technician Kristin Mroz-Risse will provide two tours of the LEED <br />building. Refreshments will be served in the library community room. <br />Councihnernber Wagner stated she is looking forward to seeing it. <br />Acting Mayor Burandt stated she was pleased to be a member of the public art <br />installation committee and appreciated the details the artist used to create the <br />windmill specifically for the history of our city. <br />Ms. Eddy indicated an 'interpretive sign would be placed at some point to tell the <br />unique story of the artist and his creative design. <br />Council recessed at 6:27 p.m. to go into work session. <br />
