Backqround Information <br /> <br />On June 21st the city Council approved the preliminary plat for Woodland Hills. The <br />preliminary plat included 111 single family lots. On July 19th the applicant presented to the <br />Council a revised plat the addressed the issues the Council raised during the review of the <br />preliminary plat. The final plat is consistent with the preliminary plat approved by the <br />Council. <br /> <br />Final Plat <br /> <br />This is the first phase of the Wooodland Hills. It consists of 27 lots and 50utlots. The main <br />entrance into the project, 196th Avenue, will be platted as will Boston Street from it's current <br />terminus in Nordic Woods to 196th Avenue. Two of the outlots, Outlots C and D, will be <br />incorporated into residential lots in a future phase. Outlots A and B are wetlands and <br />drainage ponds. Outlot E is the remainder of the property to be platted in future phases. <br /> <br />Park dedication will be met with land to be dedicated along the Great Northern Trail as part <br />of a future phase. Landscaping will have to be provided at two trees per lot and four trees on <br />corner lots. <br /> <br />Grading, drainage and utility issues are addressed in the City Engineer's memo <br />Recommendation <br /> <br />Staff recommends that the City Council approve the attached resolution granting final plat <br />approval for Woodland Hills with the following conditions: <br /> <br /> 1. A DEVELOPERS AGREEMENT BE PREPARED AND EXECUTED OUTLINING THE TERMS <br /> AND CONDITIONS OF THE PLAT APPROVAL PRIOR TO RELEASING THE PLAT FOR <br /> RECORDING. <br /> <br /> 2. SURFACE WATER MANAGEMENT FEE BE PAID IN THE AMOUNT REQUIRED BY THE CITY <br /> AT THE TIME OF FINAL PLAT PRIOR TO RELEASING THE PLAT FOR RECORDING. <br /> <br /> 3. THE LEI'rER OF CREDIT SHALL COVER WETLAND MITIGATION. DRAINAGE EASEMENTS <br /> SHALL BE IN PLACE OVER THE WETLAND AND THE WETLAND MITIGATION AREAS. <br /> <br /> 4. RESTRICTIVE COVENANTS SHALL BE RECORDED ON THE WETLAND AND THE WETLAND <br /> MITIGATION AREAS. <br /> <br /> 5. A THREE YEAR MONITORING REPORT ON THE WETLAND MITIGATION IS REQUIRED. <br /> 6. THE CITY ENGINEER'S COMMENTS BE INCORPORATED INTO THE PLANS. <br /> <br /> 7. STREET LIGHTS BE INSTALLED AS REQUIRED BY ELK RIVER UTILITIES <br /> <br /> 8. A LEI'I'ER OF CREDIT BE PROVIDED TO THE CITY IN THE AMOUNT OF 100% OF THE <br /> COSTS OF THE PUBLIC IMPROVEMENTS. <br /> <br /> <br />
