Housing and Redevelopment Minutes Page 2 <br /> July 6,2015 <br /> 7.1 2016 Budget <br /> Ms. Othoudt reviewed changes made in the HRA budget as a result of the August workshop <br /> discussion. <br /> Motion by Commissioner Chuba and seconded by Commissioner Burandt to <br /> approve Resolution 15-01, establishing the tax levy for the HRA for 2016. Motion <br /> carried 3-0. <br /> 7.2 HRA/EDA Strategic Plan <br /> Ms. Othoudt presented the staff report. <br /> Motion by Commissioner Chuba and seconded by Commissioner Burandt to <br /> approve the 2017-2020 Strategic Plan for the HRA/EDA. Motion carried 3-0. <br /> 7.3 CMHP Housing Rehab Update <br /> The staff report was presented by Colleen Eddy. <br /> Motion by Commissioner Burandt and seconded by Commissioner Chuba to <br /> approve the mortgage and repayment agreement for Samuel and Audrey Mahon,601 <br /> 6th St.NW. Motion carried 3-0. <br /> 7.4 Blighted Properties Demolition and Forgivable Residential Loan Program <br /> Ms. Othoudt presented the staff report. She reviewed details of the proposed loan program. <br /> She noted that funding for the program would come from the HRA Reserves fund balance. <br /> Chair Wilson questioned the need for an appraisal. Ms. Othoudt stated the appraisal would <br /> help to determine whether or not a project was feasible. He suggested decreasing the <br /> maximum points Item 1 on page 4 by 5 points and increasing Item 3 maximum by 5 points. <br /> Commissioner Chuba concurred,and asked if City Council approval or public hearings <br /> would be required. Ms. Othoudt stated no,not at this level. <br /> Ms. Othoudt asked if the HRA had a recommendation regarding an application fee. <br /> Commissioner Chuba stated he would like to keep the few low,and suggested$100. <br /> Commissioner Burandt and Ms. Othoudt concurred. <br /> Discussion followed regarding whether or not to limit applications to owner-occupied <br /> properties. Chair Wilson stated that the applicant would need to qualify as owner-occupied <br /> at closing. Ms. Othoudt added that a term to remain owner-occupied,such as five years, <br /> could be added. Commissioner Chuba stated that he did not want the program to have too <br /> many restrictions. Chair Wilson stated the program seems to be structured similar to <br /> CMHP's program. He stated that they could see how the application process went and <br /> review it in six months. Commissioner Chuba stated it did not matter to him who occupied <br />
