HRA Minutes Page 2 <br /> March 24, 1994 <br /> COMMISSIONER TOTH MOVED TO ACCEPT THE RESIGNATION OF PATRICK KLAERS AS <br /> THE HRA ADMINISTRATOR, AND TO APPOINT WILLIAM RUBIN AS THE HRA'S <br /> ADMINISTRATOR. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTIONED <br /> CARRIED 4-0. <br /> COMMISSIONER HINKLE MOVED TO CONSIDER CHANGES TO THE HRA BYLAWS <br /> REFLECTING THE "EXECUTIVE DIRECTOR" POSITION AT A FUTURE MEETING,AND,TO <br /> WAIVE THE CERTIFIED MAIL/REGISTERED MAIL REQUIREMENT IN THE BYLAWS TO <br /> CONSIDER THESE CHANGES. COMMISSIONER TOTH SECONDED THE MOTION. THE <br /> MOTION CARRIED 4-0. <br /> 6. Consider Funding Public Improvements At The Former City Hall Site At U.S. <br /> Highway 10, Main Street, And UPA Drive <br /> At a recent City Council meeting, the City Councilmembers heard an update <br /> from the Elk River Area Chamber of Commerce regarding its plan to move its <br /> offices into a more permanent location. The current plan is to obtain a single <br /> family home that has been converted into an office. This building is currently <br /> utilized by Mr. Dennis Chuba,The Chuba Company, 317 Main Street. The Area <br /> Chamber of Commerce is proposing that the City of Elk River enter into a land <br /> lease so that this office can be located on the former City Hall site at U.S. <br /> Highway 10, Main Street, and UPA Drive. <br /> Other improvements are also planned for this area. They include the restoration <br /> of a parking lot for commuters, landscaping, irrigation, and redesigned access 110 <br /> road from UPA Drive to the bottom of the property. The commuters lot may be <br /> funded in conjunction with the Minnesota Department of Transportation (MnDot). <br /> A portion of the landscaping will likely be funded by the Municipal Utilities as part <br /> of its filtration plant expansion on this site. <br /> Bill Rubin suggested that it may be appropriate for the HRA to fund a portion of <br /> these improvements just as the HRA funded the two central business district <br /> parking lots in 1993. Although the costs for these improvements are not finalized, <br /> it is appropriate for staff to work with the City's consulting engineer, Meier Stewart <br /> and Associates, to develop an overall design for this property. <br /> COMMISSIONER DUITSMAN MOVED TO AUTHORIZE THE PREPARATION OF BASIC <br /> PLANS AND SPECIFICATIONS FOR THE IMPLEMENTATION OF CERTAIN PUBLIC <br /> IMPROVEMENTS TO THE FORMER CITY HALL SITE. COMMISSIONER TOTH SECONDED <br /> THE MOTION. THE MOTION CARRIED 4-0. <br /> 7. Other Business <br /> 7.1 Other Business I <br /> Commissioner Duitsman explained that the City is in the process of <br /> updating its Comprehensive Land Use Plan. A steering committee is being <br /> organized for this project and it is appropriate for the HRA to have a <br /> representative on the committee. <br /> IP <br />
