In addition, the Development Corporation <br /> preferred angled parking in this lot. The Corporation went on record <br /> in support of this design. <br /> Commissioner Schuldt went on record as preferring more green space in <br /> Jackson Square regardless of the layout or design. <br /> COMMISSIONER DUITSMAN MOVED TO RECOMMEND TO THE ELK RIVER CITY COUNCIL <br /> THAT IT APPROVE THIS ILLUSTRATION FOR THE PARKING LOT IMPROVEMENTS <br /> PROPOSED AT JACKSON SQUARE. COMMISSIONER SCHULDT SECONDED THE MOTION. <br /> THE MOTION CARRIED 3-0. <br /> 6. Former Railroad Parking Lot Improvements <br /> The Elk River Downtown Development Corporation also reviewed proposed <br /> improvements to the former railroad parking lot that is bounded by <br /> Jackson Avenue, U.S. Highway 10, Hunts Feeds, and the railroad tracks. <br /> Two illustrations were presented to the Development Corporation; one <br /> included angled parking; and the second illustration included <br /> perpendicular parking. <br /> The Development Corporation went on record in favor of perpendicular • <br /> parking for the landscaping enhancements and other improvements <br /> proposed on this site. The Corporation voted to recommend the <br /> perpendicular layout to the Elk River HRA. <br /> COMMISSIONER SCHULDT MOVED TO RECOMMEND TO THE ELK RIVER CITY COUNCIL <br /> THAT IT APPROVE PERPENDICULAR PARKING STALLS AS PART OF ITS PROPOSED <br /> IMPROVEMENTS TO THE FORMER RAILROAD PARKING LOT BOUNDED BY JACKSON <br /> AVENUE, HIGHWAY 10, HUNTS FEEDS, AND THE RAILROAD TRACKS. COMMISSIONER <br /> DUITSMAN SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> 7. Consider a Recommendation from the Elk River City Council to Fund a <br /> Portion of a Redevelopment Project at Main Street and Freeport Avenue <br /> Bill Rubin reviewed the status of this request with the HRA <br /> Commissioners. Following a public hearing on August 16, 1993, the Elk <br /> River City Council approved a modification to Tax Increment Financing <br /> Plans No. 1 and No 3. The modification resulted in a $50,000 amendment <br /> to Plans No. 1 and No. 3. Further, the modification enabled a <br /> developer, Mr. Dennis Chuba, to be reimbursed for certain eligible TIF <br /> expenditures as authorized by Minnesota Statutes. This reimbursement <br /> will be used to help support a proposed 8,000 square foot office <br /> townhouse facility at Main Street and Freeport Avenue. <br /> In a related motion, the Elk River City Council voted to recommend that <br /> the HRA consider funding 50% of the eligible redevelopment costs, up to <br /> a maximum of $25,000. <br />
