THE MOTION CARRIED 4-0. <br /> 4.c. Official Depositories <br /> COMMISSIONER TOTH MOVED TO APPROVE THE SAME DEPOSITORIES USED BY <br /> THE CITY OF ELK RIVER AND THE ECONOMIC DEVELOPMENT AUTHORITY AS <br /> THE OFFICIAL DEPOSITORIES FOR HRA FUNDS IN 1993. COMMISSIONER <br /> DUITSMAN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> It was the consensus of the HRA that the City Administrator should <br /> continue to serve as the Executive Director. <br /> Upon review of the HRA's by-laws, it was the consensus of the <br /> Commissioners not to recommend any changes at this time. <br /> 5. Financial Update <br /> Executive Director Klaers reviewed a January 5, 1993 memo from Finance <br /> Director, Lori Johnson. Per the memo, the HRA had a December 31, 1992, <br /> cash balance of $93,091.80, excluding December interest. In 1992, the • <br /> HRA received revenues of $30,289.82, and the HRA had no expenditures <br /> during the year. It was noted that no expenditures in 1992 was <br /> consistent with the goals of the HRA as it desired to accumulate <br /> additional funds for future projects. Executive Director Klaers <br /> reviewed past expenditures, such as the Growth Management Plan, erosion <br /> control along the Mississippi River, etc. <br /> 6. Other Business <br /> At this time, staff indicated that it would be likely for the HRA to <br /> meet in 60 to 90 days to review the HRA's share of the cost for various <br /> parking lot improvements. These expenditures are consistent with the <br /> HRA budget for 1993. <br /> In addition, staff advised the HRA Commissioners that the U.S. Census <br /> Bureau designated Sherburne County as part of the thirteen county Twin <br /> Cities metropolitan area. As a result of this designation, Sherburne <br /> County is no longer part of the St. Cloud metropolitan area. Sherburne <br /> County joins Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey, <br /> Scott, Washington, and Wright counties in Minnesota plus Pierce County <br /> and St. Croix County in Wisconsin as the latest Twin City metropolitan <br /> area. Because Wright County was previously designated part of the Twin <br /> Cities area, the St. Cloud metropolitan area now includes only Benton <br /> and Stearns Counties. <br /> • <br />
