Page 3 <br /> HRA Minutes <br /> March 14, 1988 <br /> WOMMINRONER HINKLE MOVED TO PAY TO THE CITY $10,000.00 TO SUPPORT THE <br /> LIGHTING REDEVELOPMENT PORTION OF THE MAIN STREET IMPROVEMENT PROJECT <br /> WITHIN THE CENTRAL BUSINESS DISTRICT. COMMISSIONER DUITSMAN SECONDED THE <br /> MOTION. THE MOTION CARRIED 4-0. <br /> B-C)Growth Management and Economic Development <br /> Chair Gunkel indicated that funds had been set aside to help finance the <br /> Growth Management Plan which deals extensively with housing development <br /> in the community and an Economic Development Marketing Plan which to date <br /> has not begun, but is anticipated to deal with all types of development <br /> and redevelopment activities. <br /> The budget as approved in 1987, called for $5,000.00 to be spent on <br /> growth management and $15,000.00 to be spent on economic development. <br /> City Administrator, Pat Klaers, indicated that expenses for the Growth <br /> Management Plan have exceeded expectations and that it may be more <br /> appropriate for the HRA to spend $10,000.00 in the growth management area <br /> and $10,000.00 on the Economic Development Marketing Plan versus the <br /> amounts discussed when the budget was adopted in August, 1987. <br /> COMMISSIONER KROPUENSKE MOVED TO PAY TO THE CITY $10,000.00 FOR THE <br /> • GROWTH MANAGEMENT PLAN AND $10,000.00 FOR THE ECONOMIC DEVELOPMENT <br /> MARKETING PLAN AS SOON AS FUNDS ARE AVAILABLE IN 1988. COMMISSIONER <br /> HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> 4. Other Business <br /> A) Consideration of 8/31/87 HRA Minutes <br /> MOTION BY COMMISSIONER DUITSMAN TO APPROVE THE AUGUST 31, 1987 <br /> MINUTES AS SUBMITTED. COMMISSIONER HINKLE SECONDED THE MOTION. THE <br /> MOTION CARRIED 4-0. <br /> B) Annual Business Items <br /> Chair Gunkel indicated that as this was the first business meeting of <br /> the year tor the HRA, it would be appropriate to consider the <br /> designation of officers, official newspaper, and official depositary. <br /> No change was desired by the HRA in the officers, newspaper, and <br /> depositary. <br /> COMMISSIONER DUITSMAN MOVED TO HAVE THE 1988 HRA OFFICERS (GUNKEL, <br /> CHAIR; HINKLE, VICE-CHAIR; KROPUENSKE, SECRETARY), THE 1988 HRA <br /> OFFICIAL NEWSPAPER (ELK RIVER STAR NEWS) , AND THE 1988 HRA OFFICIAL <br /> DEPOSITARY (BANK OF ELK RIVER) REMAIN THE SAME AS IN 1987. <br /> COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br />
