Page 3 HRA Minutes March 14, 1988 WOMMINRONER HINKLE MOVED TO PAY TO THE CITY $10,000.00 TO SUPPORT THE LIGHTING REDEVELOPMENT PORTION OF THE MAIN STREET IMPROVEMENT PROJECT WITHIN THE CENTRAL BUSINESS DISTRICT. COMMISSIONER DUITSMAN SECONDED THE MOTION. THE MOTION CARRIED 4-0. B-C)Growth Management and Economic Development Chair Gunkel indicated that funds had been set aside to help finance the Growth Management Plan which deals extensively with housing development in the community and an Economic Development Marketing Plan which to date has not begun, but is anticipated to deal with all types of development and redevelopment activities. The budget as approved in 1987, called for $5,000.00 to be spent on growth management and $15,000.00 to be spent on economic development. City Administrator, Pat Klaers, indicated that expenses for the Growth Management Plan have exceeded expectations and that it may be more appropriate for the HRA to spend $10,000.00 in the growth management area and $10,000.00 on the Economic Development Marketing Plan versus the amounts discussed when the budget was adopted in August, 1987. COMMISSIONER KROPUENSKE MOVED TO PAY TO THE CITY $10,000.00 FOR THE • GROWTH MANAGEMENT PLAN AND $10,000.00 FOR THE ECONOMIC DEVELOPMENT MARKETING PLAN AS SOON AS FUNDS ARE AVAILABLE IN 1988. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4. Other Business A) Consideration of 8/31/87 HRA Minutes MOTION BY COMMISSIONER DUITSMAN TO APPROVE THE AUGUST 31, 1987 MINUTES AS SUBMITTED. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-0. B) Annual Business Items Chair Gunkel indicated that as this was the first business meeting of the year tor the HRA, it would be appropriate to consider the designation of officers, official newspaper, and official depositary. No change was desired by the HRA in the officers, newspaper, and depositary. COMMISSIONER DUITSMAN MOVED TO HAVE THE 1988 HRA OFFICERS (GUNKEL, CHAIR; HINKLE, VICE-CHAIR; KROPUENSKE, SECRETARY), THE 1988 HRA OFFICIAL NEWSPAPER (ELK RIVER STAR NEWS) , AND THE 1988 HRA OFFICIAL DEPOSITARY (BANK OF ELK RIVER) REMAIN THE SAME AS IN 1987. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0.
