-2- <br /> Discussion of the Krause-Anderson and Neil Larson Projects <br /> Chairman Schumacher reviewed the two projects which were presented <br /> to the Authority at an earlier meeting . He indicated that as a <br /> result of Red Owl being acquired , Krause-Anderson was no longer <br /> in a position to obtain a commitment from them and therefore was <br /> no longer interested in the downtown project . Jerry Messman <br /> from Zack Johnson ' s office was present to discuss Neil Larson ' s <br /> project. This project would involve improving the buildings on <br /> Jackson Street , replacing those on the Main Street side with two <br /> story units ( upper floors being offices) , and closing off King <br /> Avenue for graded parking . There would be no changes outside <br /> of that block except for Jackson Place being re-arranged for more <br /> parking space . The parking problems were discussed , and Mr . <br /> Messman said there was a possibility of second floor parking for <br /> • the offices and opening up the basement areas for more retail <br /> space. Commissioner Busch felt there is a definite need for more <br /> retail space and Mr. Santwire felt there was not enough room <br /> downtown . Cliff Lundberg stated it had been thought to keep the <br /> downtown area as professional office space and small specialty <br /> retail shops, with all other retail at a shopping center . Doug <br /> Johnson indicated he would like to see the HRA take the lead and <br /> provide immediate planning and a timetable for the downtown area <br /> redevelopment and the shopping center development . The <br /> Commissioners felt that there is a need for an overall redevelopment <br /> plan for the downtown area . Mr. Messman said he and Zack Johnson <br /> would be willing to prepare a proposal for the preparation of <br /> • such a plan . This proposal will include the kind of plan the <br /> City needs , define boundaries , identify what is needed in <br /> specific areas , the cost to go through the whole process , <br />
