HRA bodies/powers are combined. She suggested that I speak with our attorney for a <br />formal opinion. <br /> <br />I spoke with Mary Ippel, the EDA/HRA's attorney at Briggs & Morgan. She indicated that <br />the statutes allow the EDA and HRA powers to be combined under one body but the <br />greatest flexibility is with the EDA as the remaining entity. The EDA may adopt the powers <br />of an HRA xvhile still utilizing the EDA levy and an HRA levy, as long as the HRA levy is <br />used only toward housing & redevelopment activities. So we would still have 2 separate <br />budgets to work from but one entity doing the activities, etc. <br /> <br />Mary is preparing me a written opinion on the issue, as she has done with the City of <br />Ramsey, which recently combined its EDA and HRA as well." <br /> <br />I have attached a grid illustrating the four advisory commissions that the Mayor shall appoint <br />one Council Member to each as an ex-officio non-voting member and liaison between the <br />Council and the commission. <br /> <br />Council may wish to set the date of the annual goal-setting work session with the board and <br />commission members. This could be in October of 2004 or July of 2005. <br /> <br />With the approval of council, I will distribute the 3-ring binder to the current commission <br />members in August and then schedule a formal orientation of newly appointed commission <br />members with the current commission members also invited for sometime next March or <br />April. <br /> <br />ACTION REQUESTED <br /> <br />Motion to adopt the Advisory Board and Commission Policy. <br /> <br />Motion individually appointing the Council Members to the four advisory commissions <br />(Planning Commission, Parks and Recreation Commission, Heritage Preservation <br />Commission, and the Library Board) to serve as non-voting members and liaison between <br />the Council and the commissions until December 31, 2004. <br /> <br />Motion to set date of <br />commission members. <br /> <br />for a goal-setting work session with board and <br /> <br />s:\Council\Joan\Council Issucs\RFCA Boards Commissions 8-2.doc <br /> <br /> <br />
