Memo to Planning Commission/CU 00-32 Page 2 <br />August 22, 2000 <br /> <br />Analysis <br /> <br />The expansion will be located in a paved area that is used to spray and prep the <br />cars prior to entering the car wash. The proposed addition will not add additional <br />impervious surface to the site. As part of this proposal additional paving is <br />proposed along the east side of the existing car wash. This is needed to provide <br />an exit for cars in the detailing area. The proposed expansion will be setback 30 <br />feet from the south property line and 25 feet from the east property line, meeting <br />the setback requirements. The proposal should not affect the existing drainage <br />pattern; it should improve it. The spraying that currently occurs outside and <br />allowed to drain across the pavement will now be done inside and controlled <br />internally. <br /> <br />The existing traffic circulation pattern will not be changed. Vehicles will still enter <br />the site at the north end, stop at the vacuum island then proceed to the prep area <br />at the south end of the site. Cars will then go through the wash and exit the site <br />at the north end. The new driveway on the east side of the building will have to <br />include curb and gutter. An accurate parking layout will have to be shown on the <br />site plan. There have not been any reports of parking problems in the past. <br /> <br />The applicant has indicated that the exterior of the addition will match the existing <br />building. No additional landscaping or lighting is proposed. The existing <br />landscaping along the east side of the building will have to be relocated east of <br />the new drive way. No additional signage is proposed. <br /> <br />The existing dumpster enclosure will also have to be moved. The new location <br />will have to be shown on the revised site plan. There is also what appears to be a <br />composting area along the south curb line that will have to be eliminated. <br /> <br />Planning Commission Meetincl <br /> <br />At the Planning Commission meeting held on August 22nd, one person spoke at <br />the public hearing. She lives in Presidential Estates and complained about the <br />noise of squealing tires as cars turn on to Freeport Avenue. It was explained to <br />her that the traffic comes from the movie theater and about six other businesses. <br />The applicant explained that the addition should not generate any significant <br />increase in traffic from his business. The traffic generated by the car wash is a <br />small portion of the overall traffic from the shopping center. There were no other <br />public comments. The Commission recommended approval of the proposed <br />addition. <br /> <br />Recommendation <br /> <br />The Planning Commission and staff recommend the City Council approve this <br />request for a conditional use permit to construct an addition to an existing car <br />wash with the following conditions: <br /> <br />S:\PLANNING\SCO'I-I~CU0032CC.
