THE MOTION CARRIED 4-0. <br /> <br />4.1. <br /> <br />Consider Resolution Providin.q for the Sale of $1,740,000 GoO. Tax Increment <br />Bonds, Series 2000A, $1,275,000 G.©. Permanent Improvement Revolving Fund <br />Bonds, Series 2000B, $900,000 G.©. Improvement Refundin.q Bonds, Series 2000C, <br />and $515,000 Taxable G.O. Tax Increment Refundin.q Bonds, Series 2000D <br /> <br />Lori Johnson, Finance Director, explained that the bonds to be issued include <br />financing for both the Western Area Phase iV improvements and the street and <br />storm sewer portion of the East Elk River improvements. She indicated that three <br />current issues are being refunded in an effort to reduce future interest costs. Sid <br />Inman of Ehlers and Associates gave a brief overview of the bond sales. <br /> <br />COUNCILMEMBER MOTIN MOVED TO ADOPT RESOLUTION 00-81, PROVIDING FOR <br />THE SALE OF $1,740,000 G.O. TAX INCREMENT BONDS, SERIES 2000A; $1,275,000 <br />G.O. PERMANENT IMPROVEMENT REVOLVING FUND BONDS, SERIES 2000B; $900,000 <br />G.O. IMPROVEMENT REFUNDING BONDS, SERIES 2000C; $515,000 TAXABLE G.O. Update on Fire Hall Remodeling Plans - Bruce West <br /> <br />Fire Chief Bruce West informed the Council of the change in plans for the <br />construction of an office in the Fire Department. He indicated that the coat <br />closet will be transformed into an office and a portion of the mezzanine will be <br />used for storage. He indicated that this will allow a person to be in the office near <br />the front door of the building, will address additional storage space needs, and at <br />the same time result in a cost savings of about $10,000 from the original plan of <br />building the office in the mezzanine. The Council indicated its support for the <br />revised proposal. <br /> <br />The Fire Chief updated the Council on Fire Department open house and dance. <br /> <br />The Fire Chief updated the Council on the search for a pumper. He indicated <br />that by purchasing a demo truck there could be the potential of saving several <br />thousand dollars. He noted that he would continue to pursue the possibility of <br />purchasing a demo unit. <br /> <br />4.3. Joint Meetin,q with Utilities Commission <br /> <br />Water Department - water tower, well, and treatment facility sites in East Elk River <br /> <br />Bryan Adams updated the Council on this issue. He noted that consideration is <br />being given to building a water tower in the eastern area of Elk River due to the <br />growth in that area. He indicated that construction could begin in 2001. The site <br />that is preferred by the utilities would need Council approval as it is in the <br />northeast corner of Hillside park. <br /> <br /> <br />
