PURCHASE OF BRUSH CHIPPER FOR THE STREET DEPARTMENT IN THE AMOUNT OF $24,990.22 - APPROVED ACCEPT RESIGNATION OF JERRY MACKEDANZ FROM STREET DEPARTMENT - APPROVED COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4.1. Consider Resolution Providin.q for the Sale of $1,740,000 GoO. Tax Increment Bonds, Series 2000A, $1,275,000 G.©. Permanent Improvement Revolving Fund Bonds, Series 2000B, $900,000 G.©. Improvement Refundin.q Bonds, Series 2000C, and $515,000 Taxable G.O. Tax Increment Refundin.q Bonds, Series 2000D Lori Johnson, Finance Director, explained that the bonds to be issued include financing for both the Western Area Phase iV improvements and the street and storm sewer portion of the East Elk River improvements. She indicated that three current issues are being refunded in an effort to reduce future interest costs. Sid Inman of Ehlers and Associates gave a brief overview of the bond sales. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4.2. Update on Fire Hall Remodeling Plans - Bruce West Fire Chief Bruce West informed the Council of the change in plans for the construction of an office in the Fire Department. He indicated that the coat closet will be transformed into an office and a portion of the mezzanine will be used for storage. He indicated that this will allow a person to be in the office near the front door of the building, will address additional storage space needs, and at the same time result in a cost savings of about $10,000 from the original plan of building the office in the mezzanine. The Council indicated its support for the revised proposal. The Fire Chief updated the Council on Fire Department open house and dance. The Fire Chief updated the Council on the search for a pumper. He indicated that by purchasing a demo truck there could be the potential of saving several thousand dollars. He noted that he would continue to pursue the possibility of purchasing a demo unit. 4.3. Joint Meetin,q with Utilities Commission Water Department - water tower, well, and treatment facility sites in East Elk River Bryan Adams updated the Council on this issue. He noted that consideration is being given to building a water tower in the eastern area of Elk River due to the growth in that area. He indicated that construction could begin in 2001. The site that is preferred by the utilities would need Council approval as it is in the northeast corner of Hillside park.
