Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: EASTERN AREA IMPROVEMENTS <br /> <br />Dear Council Members: <br /> <br />Last Tuesday, we received a call from Richard Graham, who lives on Tyler Street between 173rd <br />and 175th Avenues, stating he was out of water. This was quite a surpdse because the contractor <br />on the Eastern Area Improvement had not done any dewatering in the area for over two months. <br />Ralph Bader, our inspector, and the contractor visited the site that afternoon. They checked Mr. <br />Graham's well point and discovered there was no water in the bottom of it. Mr. Graham originally <br />had a well point of approximately 10 to 12 feet in depth. After dewatedng for the pipe construction <br />last year and this spdng, the contractor chose to ddve Mr. Graham a new well point which was <br />installed at a depth of approximately 22 feet. That well point seemed to operate fine after the <br />dewatedng operations ceased. We have checked with two of Mr. Graham's neighbors who were <br />also out of water dudng the dewatedng phase of the construction. One neighbor has a well point <br />that is approximately 18 to 20 feet deep. That neighbor indicated that they still have water but their <br />well has been pumping air, indicating that they are at the very top of the water table. The other <br />neighbor has a well point approximately 30 feet deep and has noticed no interruption in water <br />supply. We have also noted the water elevations in Klever's Marsh and local ponds in the area. <br />All of these water levels appear to be substantially lower than they were at this time last year. <br /> <br />We can find no reason due to construction activities and/or dewatering activities that would have <br />caused Mr. Graham's well to go dry at this point in time. With only a shallow well point into the <br />ground water, we believe Mr. Graham's water supply is very susceptible to drought conditions <br />which we have been experiencing the last couple of months. Mr. Graham has indicated to me that <br />he thinks the City should connect him to the City water system. I have responded to Mr. Graham <br />that I cannot do that on my own, and that I would bdng this issue to the City Council at Monday <br />evening's meeting.
