It will need to be 10 feet from the property lines. A small wall sign of individual letters is also proposed. All signs will require permits. Planning Commission Action The Planning Commission conducted a public hearing regarding this request at its July 25, 2000 meeting. Neighbors that spoke were concerned about the levels of traffic on 217th Avenue during peak exit times of the church. The neighbors also inquired if 217th Avenue would be paved in the future. The Planning Commission voted unanimously to recommend approval of the request. They also recommended additional landscape islands for the parking area and that the County Road 1 access be constructed first. The applicant indicated that they had no concerns with the staff recommendations. Recommendation Staff recommends that the City Council concur with the Planning Commission recommendation and approve the request to construct a church with the following conditions: 1. ALL COMMENTS OF THE CITY ENGINEER BE ADDRESSED. THE LANDSCAPE PLAN SHALL BE REVISED AS INDICATED ON THE ATTACHED AMENDED LANDSCAPE PLAN INCLUDING ADDITIONAL LANDSCAPE ISLANDS IN THE PARKING LOT. THE PLAN SHALL INCLUDE AN INVENTORY OF TREES ELIGIBLE FOR CREDIT. 3. THE SITE PLAN SHALL BE AMENDED TO INCLUDE WIDER SIDEWALKS AND A NEW SIDEWALK ALONG THE NORTHERLY PARKING AREA. THE ACCESS TO COUNTY ROAD 1 SHALL BE CONSTRUCTED IN PHASE 1, AND THE APPLICANT SHALL OBTAIN A SHERBURNE COUNTY ACCESS PERMIT AND COMPLY WITH ALL CONDITIONS REQUIRED BY THAT PERMIT. 5. THE DRIVEWAY ON 21~H AVENUE SHALL BE RELOCATED AS FAR EAST AS POSSIBLE AND CONSTRUCTED IN PHASE 2. 6.
