Memoto Mayorand City Council/CU 00-24 <br />August21,2000 <br />Page 5 <br /> <br />S~Tna~le <br /> <br />One monument sign 42 square feet in area is proposed to be located at the <br />intersection of County Road 1 and 217th Avenue. It will need to be 10 feet from <br />the property lines. A small wall sign of individual letters is also proposed. All <br />signs will require permits. <br /> <br />Planning Commission Action <br />The Planning Commission conducted a public hearing regarding this request at <br />its July 25, 2000 meeting. Neighbors that spoke were concerned about the <br />levels of traffic on 217th Avenue during peak exit times of the church. The <br />neighbors also inquired if 217th Avenue would be paved in the future. <br /> <br />The Planning Commission voted unanimously to recommend approval of the <br />request. They also recommended additional landscape islands for the parking <br />area and that the County Road 1 access be constructed first. The applicant <br />indicated that they had no concerns with the staff recommendations. <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council concur with the Planning Commission <br />recommendation and approve the request to construct a church with the <br />following conditions: <br /> <br />1. ALL COMMENTS OF THE CITY ENGINEER BE ADDRESSED. <br /> <br />THE LANDSCAPE PLAN SHALL BE REVISED AS INDICATED ON THE ATTACHED AMENDED <br />LANDSCAPE PLAN INCLUDING ADDITIONAL LANDSCAPE ISLANDS IN THE PARKING LOT. <br />THE PLAN SHALL INCLUDE AN INVENTORY OF TREES ELIGIBLE FOR CREDIT. <br /> <br />3. THE SITE PLAN SHALL BE AMENDED TO INCLUDE WIDER SIDEWALKS AND A NEW <br /> SIDEWALK ALONG THE NORTHERLY PARKING AREA. <br /> <br />THE ACCESS TO COUNTY ROAD 1 SHALL BE CONSTRUCTED IN PHASE 1, AND THE <br />APPLICANT SHALL OBTAIN A SHERBURNE COUNTY ACCESS PERMIT AND COMPLY WITH <br />ALL CONDITIONS REQUIRED BY THAT PERMIT. <br /> <br />5. THE DRIVEWAY ON 21~H AVENUE SHALL BE RELOCATED AS FAR EAST AS POSSIBLE AND <br /> CONSTRUCTED IN PHASE 2. <br /> <br />6.
