ITem 5.10.

Howard R, Green Oompany
QONSULTING ENGINEERS
August 11, 2000
File: 808200-0060

The Honorable Mayor and City Council
City of Elk River
13065 Orono Parkway
Elk River, MN 55330

RE:

MAIN STREET -TH 169 TO RAILROAD TRACKS
THREE-LANE STRIPING OPTION
CITY OF ELK RIVER, MINNESOTA

Dear Council Members:

At a meeting last month, the restriping of Main Street was discussed and it was the Council's
consensus that the parking should be eliminated because of the increased traffic in the recent
years and the anticipated substantial traffic growth in the foreseeable future. The option we
would recommend for the restriping of Main Street is a three-lane design with a center left turn
lane. Attached is an Exhibit that graphically shows how Main Street would be restriped if a
three-lane option were utilized. The center left turn lane would provide a space for vehicles
wanting to make left turns at any of the four intersections along Main Street or at the numerous
residential and business driveways.

I will be in attendance at Monday evening's City Council meeting to explain the restriping option
and answer any questions you may have.

Sincerely,

Howard R.
