Green Qompany <br /> OQNSULTING ENGINEERS <br />August 9, 2000 <br />File: 807650-0564 <br /> <br />The Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: <br /> <br />WESTERN AREA PHASE IV IMPROVEMENTS <br />PUBLIC HEARING/ASSESSMENT HEARING CONTINUATION <br />CITY OF ELK RIVER, MINNESOTA <br /> <br />Dear Council Members: <br /> <br />At the request of Stewart Wilson, the Western Area Phase IV Improvements public <br />hearing/assessment hearing was continued until Monday, August 14, 2000. As you are aware, <br />this is the project that proposes to extend Business Center Drive to Waco Street and realign <br />Waco Street, creating a new intersection with Trunk Highway (TH) 10. In addition to the street <br />improvements, there will be lateral sanitary sewer, watermain, and storm sewer along Business <br />Center Drive to serve the Stewart Wilson Property and trunk sanitary sewer and watermain from <br />the southwest corner of the Sherburne County Government Center over to Waco Street. <br /> <br />There are a total of four properties noticed for these hearings. They consist of the Stewart <br />Wilson property, the S & Z Investment property located just west of Waco Street, and two <br />properties located north of TH 10: the Roy property (Custom Motors) and the White property <br />(Wapiti Park). These four properties are proposed to be assessed for trunk sanitary sewer and <br />watermain at a rate of $3,800.00 per acre. In addition, the Stewart Wilson is proposed to be <br />assessed a total of $1,329,600.00 for lateral sanitary sewer, watermain, storm sewer, and street <br />on Business Center Drive. Both the Stewart Wilson property and the S & Z Investment property <br />have petitioned for these improvements. <br /> <br />I will be prepared to make a brief presentation concerning the proposed improvements and the <br />proposed assessments at the hearings. After my presentation, I will answer questions of the <br />City Council and/or property owners. Property owners can appeal their assessment by <br />providing a written notice of objection to the Mayor by the close of the assessment hearing. _A <br />property owner simply statin.q an oral obiection to the proposed assessment does not <br />constitute an appeal of the assessment. <br /> <br />At the close of the public hearing/assessment hearing, the Council should consider the attached <br />two resolutions. The first resolution orders the improvement. The second resolution adopts the <br />final assessment roll. The bid date for this project is set for Friday, August 11.
