DRAFT DRAFT DRAFT DRAFT <br /> <br />NORTHSTAR CORRIDOR DEVELOPMENT AUTHORITY <br />Regular Meeting Minutes <br /> July 6, 2000 <br /> <br />The Northstar Corridor Development Authority met in regular session on July 6, 2000, in the Boardroom at the <br />Sherburne County Government Center, Elk River, Minnesota. <br />Present were: Mark Stenglein, Paul Ostrow, Tom Gamec, Lynn George, Paul McCarron, Lewis Stark, Ken <br />Paulson, Dave Saunders, Steve Billings, Don Jolly, Patrick Cairns, Duane Cekalla, Carl Yilek, Gerald <br />Goebel, John Ellenbecker, Bob Johnson, Terry Nagorski, John Weaver, Duane Grandy, Paul Goenner, Jerry <br />Leese, Art Daniels, Jeff Dehler, Holly Ziemer, Jean Keely, John Norgren, Robert Kirchner, Dean Michalko, <br />Jim Barton, Dartrell Lipscomb, Phil Cohen, Ed Shunkle, Scott Harlicker, Ray Friedl, Jim Dickinson, Dan <br />Erhart, Mary Richardson, Betsy Wergin, Tim Yantos, Ken Stevens, Colleen Hemnann, Dick Wolsfeld, Bob <br />Erdrich, Tom Wenzel, Gabe Guevara, Mike Christensen, Peggy Aho, David Loch <br /> <br />The meeting was called to order at 4:30 p.m. <br /> <br />A motion was made by Patrick Cairns, seconded by Duane Grandy and carried unanimously to <br />approve the agenda of July 6, 2000, as presented and the minutes of June 1, 2000, as presented. <br /> <br />Executive Committee Report: <br /> <br />a) Review and discussion was held on the projected 2000 budget ($12,800,000), the proposed 2001 <br /> budget ($18,000,000) and proposed 2001 local contributions as follows: <br /> <br />Benton County $ 19,407 <br />Morrison County $ 10,034 <br />Sherburne County $ 29,811 <br />Hennepin County $ 34,800 <br />Anoka County $155,949 <br /> <br /> A motion was made by Paul McCarron, seconded by Bob Johnson and carried with Steve <br /> Billings voting nay to approve the projected 2000 and proposed 2001 budget. <br /> <br />b) Tim Yantos reviewed the project funding schedule through the completion of the project <br /> (December 2004). No action taken. <br />c) Commissioner McCarron noted the letter addressed to Mr. Tinklenberg which was included in <br /> the NCDA mailing about the 15% management fee proposed by Mn/DOT which would be <br /> applied to all grant funds received for commuter rail. Chair Wergin noted that she had had a <br /> conversation with Mn/DOT regarding the management fee, and believes that a comprise on the <br /> management fee issue can be reached. <br /> <br /> Tim Yantos notified the Committee that the FTA (Federal Transit Administration) has approved the <br /> NCDA's request to initiate preliminary engineering. The FTA's approval also includes the initiation <br /> of preliminary engineering for the proposed Hiawatha LRT connection to the Northstar Corridor. <br /> Ken Stevens discussed the RFP for preliminary engineering of stations, maintenance facility and <br /> other project elements. A motion was made by Mark Stenglein, seconded by John Norgren, and <br /> carried unanimously to authorize the Project Management Team to issue an RFP(s) for preliminary <br /> <br />Page I <br /> <br /> <br />
