~ity of <br /> <br />River <br /> <br />MEMORANDUM <br /> <br />Item # ~' .~ <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor and City Council <br /> <br />Scott Harlicker, Senior Planner <br /> <br />August 14, 2000 <br /> <br />Northstar Corridor Update <br /> <br />The Northstar Corridor Development Authority meeting held on August 3rd <br />included a presentation of the Advanced Corridor Plan and station area planning <br />workshops. The City recently received its copy of the Advanced Corridor Plan. <br />The plan includes station designs for all the proposed stations and one full set <br />specifically for the Elk River Station. The Elk River plan also includes plans for <br />the proposed maintenance facility located on the tracks just east of the station. <br />Staff will be reviewing the plan and sending comments back to the consultant. <br /> <br />The City is being asked to adopt a formal resolution that either approves the plan <br />or disapproves it. If the City disapproves the location and/or design of either the <br />station or maintenance facility, we must describe specific amendments to the <br />plan needed for the City to withdraw its disapproval. The City must act to approve <br />or disapprove the plan by Monday, October 23rd. Attached is a letter from Betsy <br />Wergin, Chair of the NCDA, outlining the review procedure for the Advanced <br />Corridor Plan. The tentative schedule for Council and Planning Commission <br />review of the plan is as follows: <br /> <br />Planning Commission <br /> <br />September 13th workshop -joint meeting with Council, presentation by <br />consultant <br />September 26th regular meeting - public hearing and formal Planning <br />Commission recommendation <br /> <br />City Council <br /> <br />October 16th regular meeting - public hearing and formal decision by Council <br /> <br />Staff has also been meeting with the consultant regarding the proposed location <br />of the maintenance facility. Staff concerns raised with the consultant includes the <br />need to extend sewer and water to the site, incompatibility with long-range plans <br /> <br />13065 Orono Parkway · P.O.
