Eddy, president, and Darin LaCoursiere, marketing engineer of Northstar <br />Access presented the Mayor with a gift of $1,000 for the fire department and <br />$1,000 for the police department. The Mayor thanked Northstar Access for its <br />generous contribution. <br /> <br />Consider Customer Service and Sitin.q/Expansion Process Plan - Anita Duckor, <br />Duckor & Associates <br /> <br />City Administrator Pat Klaers explained that the customer service and client <br />siting/expansion process was highlighted by the Industrial Marketing Committee <br />as a key component of the overall Industrial Marketing Plan. Councilmember <br />Thompson noted that he was a part of the Marketing Committee and <br />recommended that the EDA accept Anita Duckor's proposal to help staff <br />improve its customer service skills and siting/expansion process. <br /> <br />Anita Duckor, Duckor and Associates, Inc, gave a presentation of the Customer <br />Service & Siting/Expansion Process Proposal. The total cost of the process is <br />$15,500. The city administrator suggested that the cost be split 50/50 between the <br />city and the EDA, with the city share to come from the contingency fund. <br /> <br />COUNClLMEMBER THOMPSON MOVED TO HIRE ANITA DUCKOR OF DUCKOR AND <br />ASSOCIATES, INC. TO PROCEED WITH THE CUSTOMER SERVICE AND <br />SITING/EXPANSION PROCESS PLAN FOR THE CITY OF ELK RIVER AT A COST OF <br />$15,500. COUNClLMEMBER MOTIN SECONDED THE MOTION. THE MOTION CARRIED <br />4-0. <br /> <br />Consider Performance Assistance A.qreement with Equity Mana.qement, Inc., <br />Public Hearin.q <br /> <br />Consider Performance Assistance A.qreement with David and Carole Ripplin.qer, <br />Public Hearin.q <br /> <br />Director of Economic Development Cathy Meheiich indicated that David and <br />Carole Ripplinger are proposing to construct a 15,200 square foot building to <br />relocate and expand their business (Track of the Wolf, Inc.) to Elk River and to <br />provide leasable light industrial space on half of a site currently owned by the <br />EDA located at Joplin Street & 183rd Avenue. The Ripplingers have requested EDA <br />assistance in the amount of $175,900. Cathy Mehelich reviewed the staff report. <br /> <br />Director of Economic Development Cathy Mehelich indicated that Equity <br />Management, Inc. is proposing to construct a 22,500 square foot multi-tenant <br />light industrial building on half of a site currently owned by the EDA located at <br />Joplin Street & 183rd Avenue. Equity Management has requested EDA assistance <br />in the amount of $175,900. Cathy Mehelich reviewed the staff report. <br /> <br />Mayor Klinzing opened the public hearings for both of these issues and requested <br />public comment on the issue of granting subsidy assistance in the form mainly of <br />a land sale write-down in an amount of $175,900 for Equity Management, Inc. <br />and $175,900 for David and Carole Ripplinger. <br /> <br /> <br />
