Objectives <br /> <br />The Task Force was given a number of objectives to help them focus their efforts. The <br />objectives were followed in sequential order: <br /> <br />A. Education of the Task Force in pertinent traffic engineering and traffic calming <br /> techniques <br />B. Investigation, evaluation and establishment of community needs and goals <br />C. Evaluation of modal volume and accident history data <br />A. Identify the stakeholders within the study area of study and determine <br /> their related concerns and values. <br />B. Define what factors represent a livable neighborhood community for these <br /> stakeholders. <br />C. Inventory the livability factors present and absent within the area of study. <br />D. Identify the requirements of an effective street network in the City of <br /> Arcata. <br />E. Inventory the network requirements present and absent within the area of <br /> study. <br />F. Obtain community consensus on the achievable actions or improvements <br /> necessary to provide balance between an effective street network and <br /> livable neighborhoods. <br />D. Develop various alternatives with evaluation of their economic and practical <br /> restraints and opportunities <br />E. Selection and recommendation to City Council of the preferred project <br />F. Task force disbands <br /> <br />THE TASK FORCE - How it really happened <br /> <br />Appointment of the members <br /> <br />There were relative few applicants for the public appointments to the Task Force. Most <br />of these applicants already had set agendas and had spoken at most of the prior public <br />hearings. The City Council did interview each applicant before making their final <br />selection. The Task Force would be a very polarized group. Staff was given a handful. <br /> <br />Data Collection <br /> <br />The Department of Public Works began aggressive traffic counts in April and May of <br />1998 while both the University and High School were session. An ADT count was <br />obtained for nearly every street link, with AM and PM Peak Hour Trips (PHT) counted <br />on every other link. With limited resources, tube counters were used for the ADT counts <br />while Numetric 30x Card Counters provided the PHT counts. Average PHT volumes <br />were calculated for the links where we used the tube counters. <br /> <br /> <br />
