iver Date: <br />Police Department Subject: <br /> <br />Memorandum <br /> <br />Mayor and City Council <br /> <br />Chief ZerwaslAssistant Chief Beahen <br /> <br />3une 23, 1998 <br /> <br />Request for stop signs and speed bumps <br /> <br />On 4-30-98 Chief Zerwas and myself met with Council Member Thompson regarding <br />speed and stop sign complaints in the new Hillside Estate Additions off of 193% We <br />toured the area in response to recent complaints regarding excessive speeds in the area. <br /> <br />We discovered that most of the development was void of stop signs in the area north of <br />193~ in the Hillside fifth, sixth, and seventh additions. The developer may yet correct <br />this, but we feel strongly that there were specific areas that demand stop signs and they <br />need to be pointed out. <br /> <br />The identified areas were noted and the recommended placements are noted on maps <br />enclosed with this memo. <br /> <br />The areas to be signed are: <br /> <br />Auburn at 196~ Street <br />196m Street at Wilson <br />Wilson at 196~ Avenue <br />~96~ Avenue and Auburn <br />Baldwin Circle and 196~ Street <br />Auburn Circle and Auburn <br /> <br />In addition, we found the curves and hills on Auburn between 196m and 193~ actually <br />encourage traffic to cut the angle of the curve and speed through the downgrade. This <br />is very hazardous and there was evidence of vehicles leaving the roadway and driving <br />through yards. <br /> <br />We strongly recommend speed bumps be installed on Auburn on the north and south <br />sides of the hill area between 196~ and 193% <br /> <br />There is an identical problem on Dodge south of 193"~. Them is a request to add two <br />speed bumps on the opposite sides of the grade and curve south of 193~ as well. (See <br />attached maps for exact locations) <br /> <br />We did investigate the use of a recessed concrete speed bump instead of the standard <br />raised asphalt bump. In meeting with City Staff: we discovered that from an engineering <br />standpoint, the recessed bump would not facilitate drainage; in fact it would more than <br />likely hasten road decay and would be an expensive and lengthy project to implement. <br />The raised bumps are easier to install and removal at a future date is much easier than <br />the recessed kind. <br /> <br />13065 Orono Parkway * P.O.
