To: Pat Klaers <br /> <br />From: Chief West - Elk River Fire, Assistant Chief Beahen - Elk River Police <br />Date: .luly 19, 2000 <br /> <br />Re: Auburn Cul-de-dac <br /> <br />Chief West and I have reviewed the request to cul-de-sac the street on Auburn north of 195m. <br />We have reviewed plat maps for the future developments on either side of Auburn, and are <br />very concerned that closing this street will have a major impact on the public safety response. <br /> <br />There are currently three ways to access the north side of the Hillside Development. The most <br />western route is either up Hwy. 169 or Evans to :197m and then east to Hillside. The second <br />middle route is 193rd to Auburn and then north on Auburn Street. The eastern route is Cry. Rd. <br />:13 to Tyler and then west to Hillside. There are no other access roads at this time. <br /> <br />The two adjoining future developments to the west and east still offer no access roads to the <br />north side of Hillside. The development directly behind Menard's will have a series of roads that <br />interconnect and will tie into the north side of Hillside. These roads however are short and <br />connected by a series of winding intersections. Tt would not be a route that police or fire would <br />choose for response to a call anywhere north of that immediate area~ <br /> <br />The development to the east would present a faster way to access Tyler Street for access to <br />:198m. The development is currently blocked however from reaching Tyler by a 40-acre parcel of <br />private property that exists between the east-side of the last Hillside tract and Tyler Street. This <br />is another quarter mile of road that will not exist for some time taking this access route out of <br />the picture. <br /> <br />The fact remains; Auburn unfortunately, is our most logical through street for emergency <br />response to the north side of that entire development. Closing this road without another means <br />of quick travel will impede the response of emergency vehicles, and should not be allowed. <br />The most major influencing factor in that point is the lack of access to Tyler from any area <br />south of 198m and north of 5m Street. Personnel who are in the area of any of the residential <br />developments north of Elk Hills, would have a very difficult time responding north if Auburn was <br />closed. <br /> <br />I have measured the response times from several areas to illustrate these points.
