July 15, 1997 <br /> <br />TO: <br /> <br />City of Elk River <br />Planning Commission Department <br /> <br />FROM: Concemed citizens in proposed Urban Service Area <br /> <br />Petition City Urban Service Area (City Sewer & Water) <br />Case: OA 97-10 <br /> <br />Our neighborhood would like to provide input to the City of Elk River's proposal for <br />bringing city sewer and water to the eastern urban area of Elk River roughly located <br />between the proposed City park, County Road 12, Fillmore Street and 175th Ave <br />NW (also k'no~aa by locals as "Snake Trail"). <br /> <br />Most res/dears within and directly surrounding this area are opposed to a system <br />that brings sewer and water i~,to fl:elf ncigl,,borliood. Their needs are currently <br />being met by <br /> <br />Typically, those properties arc larger in size titan a development requiring sewer and <br />water would be. For tl~e most pail these properties have been designed to take <br />advantage of the Features and full land nrta upon v, kich they are built. It is not <br />fea,.%le for most of' these residc:,.ts to hook up to a city sewer and water system due <br />Io lhis lay-out of ll,,cir property. 'I'l~c l~igh fi,mncial cost which goes p'~ired with a <br />water and sower system, can not be deferred by selling off' a portion of their land <br />due to live iocaiion of ii~eir ho~',ics, cirive ways, access, ponds, etc... <br /> <br />A number o£ ihc:;.'e propeflies range fi'om two to five acre lots or more. A pa.rticular <br />property et' six acc'es within tiffs proposal area which can not subdivide would be <br />asse,.;sed,~,i-,.'"'"r-,.,,,,,.,c,y;~"'"""~" $48,C00 for lite hqmk line pll;s $38,000 to bring sewer 1/4 <br />mile along ti~c drive way plus lite added expense of hook up and eliminating well <br />and septic, which could bo a few thousm~d d, ;lars more. Tiffs is a horrifying <br />prospect for any one to face. We don't believe it would be the intent of our City <br />Cotmcil or a,]y Developer, lo impml fi'ds kind of f'mancial burden on the families <br />in our City. · <br /> <br /> <br />
