Based on our <br />review, we would offer the following comments: <br /> <br />As you are aware, the City Council is currently considering the extension of public <br />utilities and streets to service this area. A public hearing/assessment hearing is <br />scheduled for August 7, 2000. We anticipate that construction bids will be opened <br />prior to that meeting, so they will also be considered that evening. Since the City <br />Council will consider the final plat prior to the final decision on extending public <br />utilities and streets to this area, approval of the final plat should be conditioned on <br />the City extending those utilities and streets necessary to service the plat. <br /> <br />The final plat needs to provide access control along the entire frontage with TH 10, <br />excepting the new Waco Street intersection. Access control should also be provided <br />along the Waco Street frontage of Lot 1, Block 1. <br /> <br />Ten-foot wide drainage and utility easements should be provided around the outside <br />perimeter of all of the outlots. The one exception to this would be the old Waco <br />Street frontage of Outlots A and B. <br /> <br />Outlots A and B should be dedicated to the City of Elk River. Outlot A is necessary <br />for the ponding to be constructed with the public improvements, and Outlot B may be <br />necessary for a roadway connection to service property to the west.
