NORTH TAR <br /> <br />MEMORANDUM <br /> <br />June 28,2000 <br /> <br />To: <br /> <br />From: <br /> <br />Subject: <br /> <br />Northstar Corridor Development Authority <br />Staff <br /> <br />Agenda Item #4 <br /> <br />RFPs for Preliminary Engineering of Stations, Maintenance Facility and <br />Other Project Elements <br /> <br />The conceptual plans for the Northstar Corridor commuter rail project, which are <br />generally considered to be about 10 percent of the total design, are nearing completion. <br />Preliminary engineering (PE), the next phase of project development, advances the <br />design from the concept plans to about 30 percent of design completion. In May, the <br />NCDA approved a contract with TKDA for the preliminary engineering of the track and <br />signature improvements to the railroad. There are additional parts of preliminary <br />engineering that must also be completed. <br /> <br />The Project Management Team is requesting approval to issue a Request for Proposals <br />for Preliminary Engineering for the Northstar Corridor commuter rail project from <br />downtown Minneapolis to Rice. The Scope of Services would provide for development <br />of PE documents for the 12 commuter rail stations, central control facility, maintenance <br />facility, and layover facilities. Concept plans for system elements such as train <br />operations, system safety and security, and general communications would be reviewed <br />and refined. The work would include updated cost estimates as well as the various . <br />detailed project management plans and other special studies and reports required by <br />the Federal Transit Administration as prerequisites to begin the Final Design. <br />Specifically, the NCDA must revise certain elements of the Project Management Plan, <br />including a risk management plan. A separate RFP will likely be necessary for the risk <br />management element of the Project Management Plan in order to secure the <br />appropriate expertise. <br /> <br />The work products expected from this effort would be combined with the PE from the <br />track and signal engineering previously approved by NCDA. The combined package <br />will be submitted to FTA together with a request to begin final design early in 2001. <br /> <br />Additional design and engineering work for locomotives and coaches is not a part of this <br />request.
