Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: MAIN STREET CONSTRUCTION BIDS <br /> <br />Dear Council Members: <br /> <br />Last Friday, July 7, 2000, we opened bids for the improvements on Main Street between <br />CSAH 13 and the railroad tracks. As you are aware, this project includes road <br />improvements necessary for Elk River Crossing, watermain improvements requested by <br />the Elk River Municipal Utilities, and an overlay of Main Street between Carson Street <br />and the railroad tracks. There were a total of four bidders. The following list provides <br />the bidders' names and total bids: <br /> <br />Hardrives, Inc. <br />Bauerly Bros., Inc. <br />North Valley Inc. <br />Forest Lake Contracting, Inc. <br /> <br />$847,023.37 <br /> 859,859.66 <br /> 882,214.62 <br /> 954,057.95 <br /> <br />Further analysis of the Iow bid submitted by Hardrives, Inc., indicates that of the total bid, <br />approximately $312,250 is attributable to the watermain requested by the Elk River <br />Municipal Utilities. Approximately $62,100 is attributable to the overlay of Main Street <br />between Carson Street and the railroad tracks, and approximately $28,750 is attributable <br />to a left turn lane into the Earl Hohlen property on the west side of TH 169. That leaves <br />approximately $444,000 associated with the improvements necessary for Elk River <br />Crossing. One additional note regarding the improvements necessary for Elk River <br />Crossing, the signal work at the Main Street and TH 169 and Main Street and CSAH 13 <br />intersections will be bid as a separate contract. This project will be entirely the <br />responsibility of the developers of Elk River Crossing. <br /> <br />We would recommend award to Hardrives, Inc., as the lowest responsible bidder. The <br />award should be conditioned on two items. First is approval by Elk River Municipal <br />Utilities of the watermain component of the project and agreement to pay for their share. <br />The second condition should be that the developers of Elk River Crossing place with the <br />City an amount equal to their construction costs plus field engineering overhead.
