The District has already demonstrated its <br />environmental conscience and innovated approach in designing their buildings. One such <br />example is the Otsego Elementary School with its geothermal heating and cooling. <br /> <br />I have been the Building and Zoning Administrator for the City of Elk River for fifteen <br />years. During that time I have seen numerous missed opportunities to make buildings <br />efficient and environmentally friendly. The reasons include a lack of coordination, a lack <br />of knowledge and/or misinformation. A building manual will be an exceptional help to <br />school administrators who need to make decisions outside their expertise. Eventually, <br />standardized plans and specifications would save an enormous amount of money and <br />problems every time a school is built. <br /> <br />Building the first demonstration school in Elk River is a perfect fit with the city being <br />designated as Energy City by Minnesota's energy industries and the Minnesota <br />Environmental Initiative. As Energy City, Elk River acts as a geographical focal point <br />for demonstrating energy efficient and renewable energy technologies and services. <br />There are some very impressive demonstrations already calling attention to Elk River <br />(e.g. the Elk River Landfill Gas-To-Electricity project selected as the US Environmental <br />Protection Agencies' project of the year in 1998 and one of the world's largest single <br />wind generator to be erected in Elk River this September). As the Chair of the <br />Demonstration Subcommittee for Energy City, I have no doubt that it will commit its <br />impressive expertise to aid the School District regarding the energy issues involved. <br /> <br />13065 Orono Parkway · P.O.
