Item 4.3.b, <br /> <br />Howard R, Green Gompany <br />QONSULTING ENGINEERS <br /> <br />June 21, 2000 <br />File: 806550J-0060 <br /> <br />The Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, Minnesota 55330 <br /> <br />RE: <br /> <br />175TM AVENUE IMPROVEMENTS <br />CITY OF ELK RIVER, MINNESOTA <br /> <br />Dear Council Members: <br /> <br />As you are aware, we have been planning for the upgrade of 175th Avenue between Tyler Street <br />and Fillmore Street in the Summer of 2001. This project was postponed until 2001 because of <br />the Sherburne County upgrading of CSAH 12 in calendar year 2000. It would be virtually <br />impossible to have both these roads under construction at the same time. Given this situation, <br />staff is concerned that CSAH 12 may not be substantially complete by the Fall of 2000. It is <br />already the third week of June, and as of today's date, Sherburne County has not set a letting <br />date for this project. Therefore, staff is proposing that the 175th Avenue improvements be <br />delayed until the 2002 construction season. <br /> <br />The City has received a TEA 21 grant for the 175th Avenue improvements. I believe that a <br />simple letter to the State Aid Engineer will allow us to push the grant into the next fiscal year. <br />The worst that would happen is that CSAH 12 gets finished and there is a one-year lag between <br />the CSAH 12 project and the reconstruction of 175th Avenue. I have discussed this briefly with <br />Phil Hals, and he feels confident that he can maintain the road in a reasonable driving condition <br />for one more season. <br /> <br />If you have any questions regarding this issues, I will be in attendance at your June 26th, 2000, <br />City Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
