The origins of this decision making process go back over two years and include <br />many variables. <br /> <br />First, we considered the traffic study prepared for Elk River Crossing, the plat which will <br />contain Home Depot and Walmart. The traffic projections for that development estimate <br />that there will be 17,400 vehicles per day entering and exiting the site at the Main <br />Street/CSAH 12 intersection with CSAH 13. This led City staff to conclude that it was <br />important to keep as much traffic away from the Main Street/Trunk Highway (TH) 169 as <br />possible. Essentially, if we get traffic that does not need to be in this area to bypass it, <br />we would improve the operation of the intersection since there would be a substantial <br />amount of new traffic that wants to be in this area because of the commercial/industrial <br />opportunities. <br /> <br />Second of all, through the design and layout process, the consideration was that traffic <br />even wanting to access TH 169 via Main Street would be better off entering onto Main <br />Street/CSAH 12 at a point much further to the east. The reason for this consideration is <br />because once the traffic is on CSAH 12/Main Street headed westerly toward TH 169 <br />they would have a longer period of time to make their decisions relative to which lanes <br />they need to be in at the intersection of TH 169. An analysis of the movements from <br />westbound Main Street at TH 169 indicated that the smallest movement was a right turn <br />to northbound TH 169.
