Wetland Conservation Act Decision, Rollin.q Hills, Case No. WCA 00-2 <br /> <br /> Director of Planning Michele McPherson noted that Dragsten Development is <br /> proposing to fill 1,733 feet of a Type I wetland and 7,609 feet of a Type II wetland <br /> to accommodate a 27 lot single-family residential plat called Rolling Hills. <br /> <br /> COUNCILMEMBER FARBER MOVED TO RECOMMEND APPROVAL OF THE REVISED <br /> FILLING AND MITIGATION PLAN FOR THE PROJECT WITH THE FOLLOWING <br /> STIPULATIONS: <br /> <br /> 1. A RESTRICTIVE COVENANT AND DRAINAGE AND UTILITY EASEMENT BE <br /> RECORDED ON THE MITIGATION AREAS. <br /> <br /> 2. THE DEVELOPER'S AGREEMENT FOR THE PROJECT INCLUDE LANGUAGE THAT <br /> PLACES THE RESPONSIBILITY FOR THE SUCCESS OF THE WETLAND MITIGATION <br /> ON THE DEVELOPER. <br /> <br /> 3. THE LEI'rER OF CREDIT, WHICH COVERS THE PUBLIC IMPROVEMENTS <br /> ASSOCIATED WITH THE PROJECT, ALSO INCLUDE THE COST OF THE <br /> MITIGATION WORK. <br /> <br /> 4. THE DEVELOPERS SUBMIT A WRITTEN MONITORING REPORT ON THE <br /> REPLACEMENT WETLANDS ONE YEAR AFTER THIS MITIGATION WORK IS <br /> COMPLETED AND THAT THIS REPORT BE APPROVED BY CITY STAFF PRIOR TO <br /> THE RELEASE OF THE LETTER OF CREDIT. <br /> <br /> MAYOR KLINZING SECONDED THE MOTION. <br /> <br /> Counciimember Motin noted that he would be abstaining as he does not believe <br /> that the plat is in the best interest of the city. <br /> <br /> THE MOTION CARRIED 2-0-1. Councilmember Motin abstained. <br /> <br /> Councilmember Thompson arrived at this time (6:15 p.m.) <br /> <br />6.2. Request by Ron Dra,qsten for Final Plat Approval (Rollin.q Hills), Case No. P 00-6 <br /> <br /> Director of Planning Michele McPherson indicated that Ron Dragsten is <br /> requesting final plat approval for a 30-lot cluster subdivision on 113.6 acres <br /> located at 22638 Jarvis Street. Michele reviewed the staff report on the final plat. <br /> She indicated that the Planning Commission recommended approval of the <br /> request. <br /> <br /> Councilmember Farber indicated that his main concern is the paving of Jarvis <br /> Street and gearing Burns Township to participate, and indicated that he would like <br /> to see something done with the road prior to development beginning. <br /> <br /> <br />
