MEMORANDUM

INFORMATION

TO:

FROM:

DATE:

SUBJECT:

Mayor and City Council

Michele McPherso~rector of Planning

June 18, 2004

Comprehensive Plan Adoption

On Monday, June 14, 2004 the City Council received a report from City Engineer Terry
Maurer regarding the Wastewater Treatment Plant capacity for processing wastewater. Mr.
Maurer also reviewed the constraints within the wastewater treatment collection system that
limit expansion to other areas outside of the existing Urban Service District.

On July 19, 2004 the Draft Comprehensive Plan will be removed from the "table". At that
time the City Council can elect to take one of the following three actions:

1. Approve the plan as presented

Direct staff to amend the plan and bring it back for approval at a later meeting. Clear
direction from the Council will be needed to in order for staff to make the amendments
correctly and consistent with Council direction.

Do not adopt the Plan. If the Plan is not adopted, the Transportation Plan can also not
be adopted, as the assumptions used to prepare the Draft Transportation Plan are based
on the future land uses identified in the Draft Comprehensive Plan. If the Plan is not
approved, the City will continue to operate under the 1995 Plan.

If there is additional information that the Council needs prior to July 19, 2004 in order to
build consensus for adoption of the Plan, please do not hesitate to contact staff.
