MOTION CARRIED 54 Cit/Engineer Terry Maurer informed the Council that staff received a letter from Richard and Nancy Huss at 11954 196th Circle NW stating that they are unable to attend the meeting but are no~ in favor of the overlay improvement because they do not feel their streets need any imI ~rovements. The letter did not state it is an appeal but City Attorney Peter Beck suggested that the Council treat the letter as an appeal.
