Housing and Redevelopment Authority Minutes Page 2 <br /> July 23,2001 <br /> • strongly recommends that the historical context study be completed. Catherine noted that <br /> the study is estimated to cost between $10— $12,000. She explained that staff has included <br /> $6,000 in the proposed 2002 budget for this project and it is anticipated that the grant would <br /> cover the remaining cost,however, the grant funds would not be available until June of <br /> 2002. <br /> Discussion was held by the HRA questioning the need for the study as other studies have <br /> already been completed.Discussion was also held regarding whether everyone agrees that <br /> the downtown should have a historical theme and whether it is the responsibility of the <br /> HRA to pay for the historical study.The HRA also had a concern regarding whether it was <br /> certain that the grant would be received. Catherine indicated that Steve Rohlf would attend <br /> the next meeting and give an update on the grant process. <br /> 6. Elk River Housing Overview—Central MN Housing Partnership <br /> Marc Nevinski introduced Lisa Graphenteen from the Central Minnesota Housing <br /> Partnership.Lisa presented an overview of Elk River's housing market to the HRA as part <br /> of the housing study the CMHP is completing.The report will cover issues such as <br /> affordable housing,what a housing plan could provide,what role the city can play in an <br /> affordable housing plan,ways to keep a project affordable,and tools to assist in the <br /> development of affordable housing. <br /> Commissioner Wilson suggested that a critical part of the plan would be to identify a need <br /> for this type of housing. <br /> • 7. Review Conduit Bonding Policy <br /> Marc Nevinski explained the Conduit Bonding Policy program. He indicated that the <br /> program allows a developer or business to borrow larger sums of money at a lower interest <br /> rate. Marc indicated that the city liability in this type of program is very limited.The HRA <br /> reviewed the draft policy. <br /> 8. Other Business <br /> Assistant Director of Economic Development Marc Nevinski informed the HRA that he <br /> would be resigning from his position on August 13 because he has accepted another position <br /> with the City of Coon Rapids. He indicated that he has enjoyed working with the HRA. <br /> 9. Adjournment <br /> There being no other business, COMMISSIONER MOTIN MOVED TO ADJOURN <br /> THE MEETING. COMMISSIONER THOMPSON SECONDED THE <br /> MOTION.
