Housing and Redevelopment Authority Minutes Page 2 <br /> February 26,2001 <br /> • REPLACEMENT PROJECT USING THE 50/50 METHOD OF ASSESSMENT. <br /> COMMISSIONER MOTIN SECONDED THE MOTION.THE MOTION CARRIED 4-0. <br /> The HRA acknowledged that they would be funding the balance of the project. <br /> COMMISSIONER MOTIN MOVED THAT THE UNASSESSED BALANCE OF THE SIDEWALK <br /> REPLACEMENT PROJECT BE PAID BY THE HRA WITH THE ACTUAL FINANCIAL <br /> ARRANGEMENTS TO BE DETERMINED AT A LATER DATE. COMMISSIONER WILSON <br /> SECONDED THE MOTION.THE MOTION CARRIED 4-0. <br /> 6. Downtown Redevelopment Plan Update <br /> Catherine Mehelich indicated that staff is continuing to move forward with the <br /> Downtown Redevelopment Plan. She noted that staff has created an inventory <br /> of properties and general building conditions and the Historic Preservation <br /> Commission will be completing a preliminary field review of properties for their <br /> historic significance. Catherine also explained that Maxfield Research has been <br /> contracted to complete the market analysis of the central business district and it <br /> is proposed that this will be presented to the HRA in April. <br /> 7. Consider Central MN Housing Partnership Housing Study <br /> Marc Nevinski stated that the HRA has received a proposal from the Central <br /> Minnesota Housing Partnership to complete a study of Elk River's housing <br /> inventory at a cost of$500. Marc explained that the study would gather <br /> • demographic and statistical information and provide a summary of <br /> recommendations, housing policies and resources. He noted that the proposal <br /> requires that the study also discuss the city's affordable housing needs. <br /> COMMISSIONER THOMPSON MOVED TO APPROVE THE COMPLETION OF A <br /> HOUSING STUDY BY THE CENTRAL MINNESOTA HOUSING PARTNERSHIP AT A COST <br /> OF$500. COMMISSIONER MOTIN SECONDED THE MOTION. THE MOTION CARRIED 4- <br /> 0. <br /> 8. Other Business <br /> There was no other business. <br /> 9. Adjournment <br /> There being no other business, COMMISSIONER THOMPSON MOVED TO ADJOURN <br /> THE MEETING. COMMISSIONER MOTIN SECONDED THE MOTION.
