We were than able to compare the correction costs <br /> with the replacement cost of each building to determine if it met the <br /> required 15 percent threshold. <br /> Finding: <br /> 19 of the 27 buildings (70 percent)had code deficiencies exceeding the 15 percent <br /> threshold required by State Statute. <br /> 3. System Condition Deficiencies <br /> System condition deficiencies are a measurement of defects or substantial <br /> deterioration in site elements, structure, exterior envelope,mechanical and <br /> electrical components, fire protection and emergency systems (only items <br /> 0 not covered in the code deficiencies)interior partitions, ceilings, floors <br /> and doors. <br /> The evaluation was made by reviewing all available information(from <br /> . city records) and making interior and/or exterior inspections of the <br /> buildings. <br /> We only identified deficiencies that were visible to our inspector. We did <br /> not consider the amount of"service life"used up for a particular <br /> component unless it was an obvious part of that component's deficiencies. <br /> p p p <br /> After identifying the system condition deficiencies in each building, we <br /> used R.S. Means Cost Data for 2002 to determine the cost of correcting <br /> the identified condition deficiencies. <br /> We added the system condition deficiencies repair costs to the code <br /> deficiencies repair costs to arrive at a"Total Deficiencies Cost". We <br /> divided this number into the total replacement cost for each building to <br /> determine a percentage of total deficiencies. Total deficiencies per <br /> building for this District ranged from .3 percent to 47.2 percent. Total <br /> deficiencies for buildings that meet the minimum code deficiency <br /> threshold ranged from 18.4 percent to 47.2 percent. <br /> • <br /> Page 6 <br />
