Continuing <br />efforts at accomplishing the following projects/' <br />programs will aide in rtmt effort: <br /> <br />· Creation of Action Plans in support of the NE <br /> Area/Comdor Development ?'lan, wNch is the <br /> crees hi~ growth area. <br />o Redevetopment/Disposinon of the City's old <br /> Cky Hail site <br /> <br />· Focus on economic development <br /> with special attention to the retention, <br /> expansion and am'action of Iight inciustnal <br /> and retail/commercial that will provide <br /> a basis for taxpayer relief on the cost of <br /> growth <br />o Redevelopment of the North Town Mail <br />shopping center and surroundir~g area, <br />which serves the well establisiled pomons <br />of the commumty <br /> <br />· Continued emphasis on open space/ <br /> wetlands preselwauon and the careful <br /> analysis of development affecting the <br /> natural lreas of the commumt7 <br /> <br />Growth/econotmc development along <br />the 1-35 Corridor is an issue of regional <br />tmportance. <br /> <br /> In addition, numerous community and <br />neighborhood based issues exist that will cai[ <br />for the City Manager's attention and energy <br /> <br /> While the housing stock has grown, <br />there is limited affordable housing for <br />lower and middle-earning families, <br />some of which have been residents of <br />the commun,ty for muLtipie generations. <br />A large senior citizens compiex was <br />recently built, but the concerns facing <br />the elderly and younger famxiies must be <br />considered in future housing strategms. <br />Accessibility to retail/commercml outlets. <br />traffic congestion/mitigation and siznilar <br />issues are taking on added significance <br />with ~he continued growth of Blaine. <br /> <br /> The business community <br />favorably upon BLaine, and the next <br /> <br />City Manager must take the initiative <br />to continue to cultivate a positive <br />relationship. Both the retention and <br />expansion of businesses are important for <br />the continued growth of the community, <br />and the revitalization of the Economic <br />Development Department and the focus <br />on their efforts can aid in ~he growth of <br />the right businesses for d'~e community. <br />Streamlining of permitting processes will <br />also be a continuing issue for Blaine <br />while cltv government strives to maintain <br />quality of effort. <br /> <br />Budget Development and Management <br /> <br /> Blame has consistently managed within <br />their budget and with a conservative, <br />fiscal outlook. However, the budget <br />development and maaagement process <br />is ohallenging, as with most commumt~es <br />undergoing change of this magnitude. <br />The successful City Manager wii1 be <br />ctlarged with uadertaking a review <br /> <br /> <br />
